Council of the City of Port Orchard, Washington, called to Special Session by Mayor Leslie J. Weatherill at 7:30
P.M. Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Powers, Van Zee, and Stansbery. Staff
Present: City Treasurer Tompkins, City Engineer Curies, Police Chief Townsend, and City Clerk Parks.
Mayor Weatherill informed those present the purpose of this Special Session is to hold a Public Hearing to discuss
and receive input on the City of Port Orchard's proposed 2002 Budget.
Mayor Weatherill requested the City Treasurer Kris Tompkins review the proposed 2002 budget allocations.
Ms. Tompkins reviewed proposed budget amounts for funds within the 2002 budget as discussed at the November
26, 2001 Budget Study Session. She highlighted the proposed Current Expense budget of $5,131 ,842; Street
budget of $906,580; Utilities-Water & Sewer budget of $3,294,500; and the proposed grand total of all funds is
$15,755,157.
Mayor Weatherill called for public input on proposed budget allocations, as no response was received, Mayor
Weatherill closed the public input portion of the Public Hearing and referred the proposed 2002 budget to the City
Council for discussion.
Councilman Geiger noted that items highlighted with an " * " in the minutes of the November 26, 2001 Budget
Study Session are nebulous wish list items that are contingent upon sufficient revenues being received from the
sale of assets.
Councilwoman Powers questioned the decrease in the mill rate for Library Services and Fire Protection plus the
decrease in anticipated property taxes. City Treasurer Tompkins noted that these decreases are based upon
Initiative 795, which was approved by the voters in the general election.
Upon motion by Councilman Geiger, seconded by Councilman Morrison, Council directed the City Treasurer to
prepare a draft 2002 budget ordinance based upon the expenditure and revenue changes that were discussed at
the November 26, 2001 Budget Study Session. The draft ordinance will be presented to Council at the regular
meeting December 10, 2001 for consideration.
Mayor Weatherill adjourned Special Public Hearing session at 7:36 PM.
