12/10/2001 - Regular - MinutesPort Orchard, Washington December 10, 2001 Council of the City of Port Orchard, Washington, ·called to regular session by Mayor Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Morrison, Wyatt, Geiger, Powers, Van Zee, and Stansbery. Councilman Clauson excused. Staff present: Police Chief Townsend, City Engineer Curies, City Attorney Combs, Deputy Clerk Merlino, and City Clerk Parks. Councilman Van Zee led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. No audience comments were received at this time. On motion by Councilman Morrison, seconded by Councilman Van Zee, Council excused Councilman Clauson from this Council meeting. Mayor Weatherill presented plaques to Councilman Stansbery and Councilman Van Zee in appreciation and recognition for their dedication to the Port Orchard community as members of the Port Orchard City Council. Councilman Stansbery and Councilman Van Zee both acknowledged and thanked each Councilmember and city staff member for assisting them with their duties as a City of Port Orchard Councilman. Greg Berghoff, representing Kitsap Public Utility District No. 1, briefed Council on LIDAR (Light Detection and Ranging) a mapping system used within Kitsap County. Mr. Berghoff illustrated the many uses associated with the LIDAR mapping system, such as detection of seismic fault lines on the earth surface, geological mapping, flood forecasting, and forest canopy studies. Mayor Weatherill and Council thanked Mr. Berghoff for his presentation. Linda . Thompson, Port Orchard Library Librarian, presented an update on the Port Orchard Library, highlighting the increase in circulation for the year 2001 and the relocation of the children's library within the building. Ms. Thompson also discussed the new signage and awning on the outside of the building and new lighting, which the city helped secure through a Puget Sound Energy grant. Kathleen Wilson, Children's Librarian for the Port Orchard Library, discussed the new changes to the Children's and Young Adult section of the Library and highlighted the enthusiasm that is being demonstrated by the children who visit the library. In conclusion Ms Thompson and Ms. Wilson both expressed their gratitude and appreciation for the continual City support. Councilman Van Zee and Mayor Weatherill presented Kay Morrison with a bouquet of flowers and a plaque from the City in recognition for her 12 years of community leadership as a member and chair of the Port Orchard Library Board of Trustees. Matt Ryan, representing the Home Rule Charter Committee, presented an overview of the Home Rule Charter. Mr. Ryan informed the Council the Home Rule Charter is a local form of government designed by the citizens of the County to meet their specific needs. Mr. Ryan discussed how the Charter was formed and a brief history of the Charter. Mr. Ryan informed the Council this issue will be placed on the February 51h ballot and asked for the City's support of the Home Rule Charter. Mayor Weatherill and Council thanked Mr. Ryan for the update. Kim Abel, representing the League of Women Voters, stated the League has taken an Education Position on the proposed Charter. They have not taken a position to fully support the proposed charter at this time. Ms. Abel stated the League is working on putting a statement in the Voters Pamphlet. Mayor Weatherill presented the proposed Letter of Intent between the City of Port Orchard and the City of Bremerton regarding Municipal Boundaries and Urban Services. City Engineer Curies brought Council up to date on the proposed Letter of Intent stating this document outlines discussions between the cities, identifies future service areas and Revenue Sharing. December 10, 2001 Page 2 of2 On motion by Councilman Geiger, seconded by Councilman Van Zee, Council authorized the Mayor to sign the Letter of Intent between the City of Port Orchard and the City of Bremerton regarding Municipal Boundaries and Urban Services. On motion by Councilman Stansbery, seconded by Councilman Wyatt, Council approved Ordinance No. 1839 amending Ordinance No. 1797 relating to the use of privately owned burglary and/or alarm systems, defining false alarms and offenses in connection with alarm systems, and reestablishing fees and penalties. At 9:12 PM Mayor Weatherill called for a 10 minute recess with meeting reconvening at 9:22 PM. On motion by Councilman Geiger, seconded by Councilman Van Zee, Council approved the consent agenda items as follows: a. Approval of the following City Council Minutes: (1) November 26, 2001 regular City Council meeting (2) November 26, 2001 2002 Budget Study Session (3) December 3, 2001 Budget Public Hearing b. Approval of Claim Warrants Numbers 36136-36220 in the amount of $188,167.53 and November 2001 Payroll Warrants Numbers 135856-135937and direct deposits in the amount of $266,662.26. c. Ordinance No. 1840 amending the salary schedule for employees of the City of Port Orchard for the year 2001. (To reflect wage adjustments implemented during the year of 2001 ). d. Ordinance No. 1841 adopting the budget for the year 2002 to reflect appropriations as designated at the budget hearing held December 3, 2001. On motion by Councilman Geiger, seconded by Councilman Van Zee, Council removed from Table, draft Resolution regarding Revenue Sharing lnterlocal Agreement. (Motion to table presented by Councilman Clauson, seconded by Councilman Stansbery.) Councilman Geiger moved to adopt Resolution No. 1957 which would approve a Revenue Sharing Agreement with Kitsap County, seconded by VanZee. After considerable discussion, Councilman Morrison moved to table, motion to approve Resolution No. 1957 approving a Revenue Sharing Agreement with Kitsap County for further review by the City Attorney, seconded by Councilman Stansbery and carried. On motion by Councilman Morrison, seconded by Councilman Wyatt, Council authorized the City Engineer to designate two spaces on Division Street for marked police cars during the construction of the Kitsap County Jail Facility. City Engineer reminded the Council of the December 12, 2001 Study Session at 7:30 PM regarding South Kitsap/ULID #6 Sub Area Plan.
