01/08/2001 - Regular - MinutesPort Orchard, Washington January 8, 2001 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison Geiger, Powers, Van Zee, and Stansbery. Staff present: City Clerk Parks, Deputy Clerk Merlino, Police Chief Townsend, City Planner Wenman, City Engineer Curies, and City Attorney Combs. Councilman Wyatt led the audience and Council in the Pledge of Allegiance. Mayor Weatherill introduced and welcomed newly elected Kitsap County Commissioner Jan Angel to the City Council meeting. Mayor Weatherill asked for audience comments for items not listed on this agenda. Ron Rider, owner of Northwest Tree Service and Harborside Bar and Grill, addressed Council concerning the relocation of County offices to the City of Bremerton and questioned why the citizens of Port Orchard have not had any input on this issue. Mayor Weatherill advised the city and newly elected County Commissioner Jan Angel are working together and searching for some answers. Gil Michael, 228 Seattle Avenue, addressed Council concerning the City Hall chimes and questioned why the chimes were still ringing and why only some requests were being acted upon and others were not. Mr. Michael also asked that a committee be formed to discuss the future of the City Hall chimes. Mayor Weatherill advised Mr. Michael he will review his request. Richard A. Brown, local realtor, suggested the City Council start televising the City Council meetings which would grant the citizens of Port Orchard the same opportunity for viewing their local meetings as the citizens of Kitsap County and City of Bremerton. Mr. Brown also urged the Council to stand firm regarding Growth Management issues and more specifically the relocation of Kitsap County offices. Mayor Weatherill asked Councilmembers Powers and Van Zee to present the 2000 Holiday Good Neighbor Awards for outstanding holiday decorations for the commercial category and residential categories. These awards recognize the dedication of individuals and businesses that have exhibited vibrant holiday spirit. Councilwoman Powers presented the commercial category for the 2000 Holiday Good Neighbor Award to Port of Bremerton Commissioner Mary Ann Huntington and Harbormaster, Steve Toms for the holiday light display along Bay Street adjacent to the boat launch and the Port of Bremerton waterfront park. Tim and Donna McCollum accepted their third Holiday Good Neighbor Award for outstanding residential holiday decorations, from Councilman Van Zee, for their home located at 117 Goldenrod Street. Mr. and Mrs. McCollum received their first Holiday Good Neighbor Award, December 26, 1995 and the second award in 1999. Mayor Weatherill asked for Council's concurrence of his appointment of John Russell to the Port Orchard Planning Commission. On motion by Councilman Geiger, seconded by Councilwoman Powers, Council concurred with Mayor Weatherill on his appointment of John Russell to the Port Orchard Planning Commission. Mayor Weatherill opened the 7:35PM Public Hearing regarding a Petition to Annex as submitted by William Wiley, et al. The proposed action encompasses approximately 8 acres lying east of the easterly City limits bordered by Mile Hill Drive, Whittier Avenue, Lovell Street, Wendell Avenue, Orlando Street and Palmer Avenue. January 8, 2001 Page 3 of 3 No. 31. This settlement was for the LP Siding on Fire Station located at 200 Tremont Street. On motion by Councilman Morrison, seconded by Councilman Clauson, Council authorized the City Engineer to accept the price quote from H&H Fencing in the amount of $1!3,736.08 for galvanized (green vinyl) fencing around the perimeter of the new public works shop located at 1535 Vivian Court. At 9:10PM Mayor Weatherill called for a 10 minute recess with meeting reconvening at 9:20 PM. At 9:20 PM Mayor Weatherill adjourned Council into Executive Session to discuss potential litigation and pending labor agreement for 30 minutes. Mayor Weatherill announced Council may present and take action on issues after close of the executive session. Mayor Weatherill reconvened council into regular session at 9:50 PM. Councilman Clauson moved to approve Resolution No. 1922 asking Kitsap County to stop decisions on the governance center and that copies of the resolution be sent to Kitsap County Commissioners, Port of Bremerton, City of Bremerton, and Congressman Dicks. Motion seconded by Councilman Morrison and approved by unanimous vote. On motion by Councilman Clauson, seconded by Councilman Morrison, Council continued this regular Council meeting to Wednesday, January 17, 2001 at 7:30 PM. The meeting has been continued to facilitate inviting Kitsap County and the Housing Authority to have a public presentation and discussion about the relocation of County offices. WEATHERILL, MAYOR Attachment "A" January 8, 2001 Page 1 of2 SUMMARY OF SIGNIFICANT ISSUES FOR RATIFICATION ARTICLE 8-HOURS OF WORK AND WORKING CONDITIONS 8.6 CALL BACK-In the event an employee is required to work twelve (12) or more hours in a day, such employee shall be entitled to ten ($10.00) sixteen ($16.00) dollars per day for food. ARTICLE 13 -SICK LEAVE 13.11 In lieu of sick leave buy out the city shall provide term life insurance on the employee's life, the beneficiary to be chosen by the employee. The policy shall be acquired as quickly after the effective-date of this agreement that the city can acquire the policies after calling for proposals and obtaining City Council approval of the proposals. The policy shall remain in full force and effect so long as the employee is employed by the city. The face amount of the policy shall be Fifty Thousand and no/100 Dollars ($50,000.00). ARTICLE 16-HEALTH AND WELFARE 16.4.1 Effective October 1, 2000 employees shall pay each month a portion of the above premiums as follows: Employee Only .............................................. $0.00 One dependent ............................................... $7.25 Two dependents ............................................. $14.49 Three of more dependents ......................... : ... $21.74 If the insurance provider increases the premium rate, then the amount the employee pays for employee coverage shall be increased by an amount equal to the COLA increase in the wages for the employee in the previous year times the amount of the premium increase, effective in the month the premium increase becomes effective. For example, if wages were increased by 3.5% on October 1, 2000, and effective January 1, 2001 the insurance premium for an "employee only" is increased by $25, then effective January 1, 2001 the employee only contribution rate would be eighty-eight cents ($.88). The dependent contribution rate shall be increased on October 1, 2001 and October 1, 2002 by the same percentage as the wage increase received pursuant to the provisions of Appendix A. ARTICLE 18 -SHOP CLOTHES 18.1; 18.2; 18.3 deleting the term "coveralls" and replacing the term with "work wear" 18.4 The employer shall pay up to fifty ($50.00) one hundred ($100.00) dollars for the replacement of shoes/boots confiscated due to contamination.
