Mr. Rice presented a notebook with pictures and correspondence depicting his concerns relative to the sign ordinance. Mr. Rice presented the following questions to the Council and asked Council to rule on these issues concerning his signs. • Did banner type signs require a permit, prior to passage of the new sign ordinance? • If a permit is required for a banner sign, do all banner signs have permits? • Under new ordinance, how far does a sign have to be moved before a permit is required? • Is there a limit on how many directional signs can be posted? • Does total square footage of sign include those signs on buildings? If not what is being approved when an attached banner type sign requires a permit? • Does the city enforce the size and height of addresses on commercial and residential structures? • The ordinance covers "non-confirming signs", prior to the passage of the new sign ordinance, however the ordinance does not address "conforming signs" installed prior to passage of the new sign ordinance. What is the City's intent regarding "conforming signs"?, and will new permits be required after passage of the new ordinance? • Were permits required for all signs under the old municipal code? City Attorney Combs advised Council the appeal period for Mr. Rice has passed and the Council cannot take any action or address these questions.
