Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger,
Powers, Van Zee, and Stansbery. Staff present: City Clerk Parks, Deputy Clerk Merlino, Police Chief
Townsend, City Planner Wenman, City Engineer Curies, and City Attorney Combs.
Councilman Stansbery led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Jan Myers, representing Port Orchard Police Department and members of Teamsters Local 589 presented
a Jetter to Police Chief Townsend stating Chief Townsend has a full vote of confidence from the members of
Local 589 and urged Mayor Weatherill and the City Council to give Chief Townsend their full support in his
endeavors to make the Port Orchard Police Department the best department on the Kitsap Peninsula.
Bill Zupanic, representing Kitsap County Transportation Planning presented an update to the Greenways
Plan, which was completed in 1996. Mr. Zupanic discussed in detail the bicycle and pedestrain access
which is one of the elements from the Greenways Plan. The proposed bicycle and pedestrain access
commonly known as the Mosquito Fleet Trail will be approximately 57 miles, beginning in Southworth and
continuing through Port Orchard, Bremerton, Poulsbo and Kingston. Mr. Zupanic ended his discussion with
questions and comments from the City Council.
Ivan Miller and Mark Gulbranson, Puget Sound Regional Council discussed the 1995 Metropolitan
Transportation Plan (MTP). Mr. Miller discussed the reasons for updating this plan, such as identify and
prioritize the needs of the state and local jurisdictions. Also during the presentation a timeline was
discussed which illustrated the adoption of 2001 Metropolitan Transportation Plan (MTP) by March 2001.
On motion by Councilman Morrison, seconded by Councilman Clauson, Council approved Ordinance No.
1794 approving a 30 lot subdivision on approximately 9 acres located at the northeast corner of Melcher
Street and Pottery Avenue, commonly known as Heron Ridge (Jerry Clark owner of record), subject to City
Engineer approval and acceptance of a corrected plat map. Motion passed with 6 ayes. Councilwoman
Powers refrained from Council vote, due to her absence at the April 10, 2000 Council meeting.
At 8:15PM Mayor Weatherill called for a 10 minute recess with meeting reconvening at 8:25 PM.
On motion by Councilwoman Powers, seconded by Councilman Wyatt, Council approved the consent
agenda items as follows:
a. Minutes of the following Council meeting:
(1) April 24, 2000 regular meeting
(2) April 27, 2000 study session regarding Kitsap County jail expansion
b. Approval of Claim Warrants Number 32800-32884 in the amount of $244,199.38 and
April2000 Payroll Warrants Number 133650-133795 in the amount of$210,183.59.
c. Resolution No. 1893 designating the City Planner as the Shoreline Administrator
d. Resolution No. 1894 designating the City Planner as the Administrative Variance Official.
Councilman Geiger requested City Clerk and City Attorney review the Agape' (81 0 Bay Street) sales
agreement with the city concerning the sale of Agape' property to Mr. Hoffman.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized the City
Engineer to notify Brem-Air Waste Management, the City of Port Orchard is interested in establishing a
voluntary yard waste program.

On motion by Councilman Clauson, seconded by Councilman Morrison, Council accepted the contract
with Golden Globe Janitorial Services in the amount of $2,240 per month for City Hall janitorial services
from June 1, 2000 to May 31, 2001.
On motion by Councilman Clauson, seconded by Councilman Stansbery, Council accepted the City
Engineer's request to transfer funding for the Assistant Engineer position to establish a full time Code
Enforcement officer position.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized Mayor
Weatherill to sign contract with Cascadia Community Planning Services to study the Anderson Hill/Berry
Lake Urban Joint Planning Area. Kitsap County will share equally in the cost of $10,500 for this study.
Council set May 15, 2000 at 7:30 PM as a study session to discuss Grow1h Management issues in the
Urban Grow1h areas and Urban Joint Planning areas.
At 9:10PM Mayor Weatherill adjourned Council into Executive Session for 10 minutes to discuss pending
negotiations. Executive Session was extended an additional 10 minutes.
