Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30 P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger,
Powers, and Stansbery. Councilman Van Zee excused. Staff present: City Clerk Parks, Deputy Clerk
Merlino, Police Chief Townsend, City Planner Wen man, and City Attorney Loren Combs.
Councilman Wyatt led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Charles Naddeo, 205 Tracy Avenue North, voiced a concern with the addressing of Tracy Avenue and
Tracy Avenue North areas. He stated that mail and home deliveries are being delivered to the wrong
houses. He requested the city consider changing address numbers of Tracy Avenue addresses that have
similar numbers as Tracy Avenue North homes. City Clerk Parks responded to Mr. Naddeo's concern and
assured him the Clerk's Office will review the situation and attempt to resolve the matter with minimal impact
to all concerned.
On motion by Councilman Morrison, seconded by Councilman Wyatt, Council approved Ordinance No.
1797 repealing Ordinance No. 1171 and reestablishing the use of privately owned burglary and/or robbery
alarm systems, defining false alarms and offenses in connection with alarm systems, and establishing fees
and penalties.
On motion by Councilwoman Powers, seconded by Councilman Stansbery, Council approved Ordinance
No. 1798 repealing Ordinance No. 1409 and reestablishing tow away zones, and providing for the impound
of vehicles where the driver is arrested for patronizing prostitutes, driving without a valid license or while
under the influence of alcohol or drugs.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council approved Ordinance No.
1799 repealing Ordinance No. 1778 and reestablishing regulations providing for the control, management,
maintenance, and use of public and private water and sewer systems.
On motion by Councilwoman Powers, seconded by Councilman Geiger, Council approved the consent
agenda items as follows:
a. Minutes of the June 26, 2000 regular Council meeting.
b. Approval of Claim Warrants Number 33143-33242 in the amount of $499,967.17 and
June 2000 Payroll Warrants Number 133944-134099 in the amount of $215,627.64.
On motion by Councilwoman Powers, seconded by Councilman Clauson, Council authorized city staff to
list city property (Lot 23 Division 11 of Parkwood, Tax Parcel No. 4720-000-023-0004) with Windermere
Real Estate of Port Orchard. This property was secured through a ULID foreclosure.
Mayor Weatherill asked for Council's concurrence in revising the City Hall clock tower chimes schedule of
operation. Mayor Weatherill's recommendation is to stop the chimes at 8:00 PM seven days a week.
Currently the clock tower chimes operate Monday through Friday from 7:00AM to 10:00 PM and 9:00AM
to 10:00 PM Saturday and Sunday
Jeff Davis, Prospect Street resident, spoke in favor of the clock tower chimes however, advised Council,
a petition is currently being circulated throughout the Kitsap Street neighborhood to have the volume of
the clock tower chimes lowered.
Todd Kramer, 40g Givens, also spoke in favor of the clock tower chimes, however he would like to see
the chimes stop at 8:00 PM, as he is a resident that goes to bed early, due to his work schedule.
After considerable discussion by the City Council, Councilwoman Powers moved to stop the clock tower
chimes, on a trial basis, at 9:00 PM, seven days a week and have the City Engineer research several

options by either moving or reducing the volume of the chimes on the southeast and southwest corner
speakers, motion seconded by Councilman Clauson. Motion passed with 4 ayes and 2 nays.
Councilmen Wyatt and Geiger voting nay.
On motion by Councilman Stansbery, seconded by Councilwoman Powers, Council declared as surplus
three bicycles from the Police Department (attachment "A") and authorized the Police Chief to dispose of
these bicycles in the best interest of the city.
Mayor Weatherill called for a 15 minute recess with meeting reconvening at 8:45 PM.
At 8:45 PM Mayor Weatherill adjourned Council into Executive Session for 1 hour to discuss labor
negotiations. Executive Session was extended an additional 55 minutes.
At 10:50 PM Mayor Weatherill reconvened meeting into regular session nd adjourned the meeting.
