(2) July 11, 1994 City Council meeting

c. Proposed ordinances to be placed on 8/8/94 Council agenda:

4. NEW BUSINESS:
a. 7:35 PM Public Hearing re: a Zone Reclassification Application submitted by Sandy O'Donnell. Request is to reclassify the property located at 1140 Bethel Avenue from Residential
Low to Commercial General to permit the conversion of a residence into additional parking and retail space.
b. 7:40 PM Public Hearing re: a Zone Reclassification Application and a Preliminary Plat as submitted by Jerry Clark for Heron Ridge. Site location: 200 block of Melcher Avenue West.
This Public Hearing on Heron Ridge is recommended to be continued to September 26, 1994 at 7:35 PM. No testimony for or against the application for Zone Reclassification or Preliminary
Plat will be taken until the September 26th meeting.
c. 8:00 PM Public Hearing re: proposed sewer rate increase of $1.00 per month from $15.00 to $16.00 per dwelling unit and ERU. The purpose of the rate increase will be to provide for
capital improvements in both the sewer collection system and the wastewater treatment facility. There is no rate increase proposed for the monthly water rates.
d. 8:10 PM Public Hearing re: the proposed Six-Year Transportation Improvement Program for the year 1995-2000. (Proposed Resolution No. 1674 included for Council consideration after
public hearing).
e. Report on Bid Opening - July 21, 1994 - Pottery Sidney Sewer Main.
f. Letter from Van Vlist, Cruz Chairman, (1) requesting permission to use waterfront parking area on August 7, 1994; (2) assistance in the removal of any non-event vehicles prior to
the event; (3) permission to have a beer garden.

5. OLD BUSINESS:
a. Proposed Ordinance No. 1607 amending Animal Control Ordinance to include provision requiring owners to clean up after animals; new section - confinement in vehicle (endangering)
and revision of public nuisances and violations sections. Councilman Geiger sponsor.
b. Proposed expansion of the DeKalb Pier and Sinclair Inlet Marina.

c. Conversion of Fire Station No. 1 telephone system to a system which would also accommodate telephones required for the City's Emergency Operation Center (EOC). (Finance Committee
