07/24/2000 - Regular - MinutesPort Orchard, Washington July 24, 2000 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 P.M. at City Hall Council Chambers, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger, Powers, and Stansbery. Councilman Van Zee excused. Staff present: Police Chief Townsend, Deputy Clerk Merlino, City Engineer Curies, and City Attorney Loren Combs. Councilman Stansbery led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. Debbie Garrett, representing Cultural Home Stay International, introduced Toru Fueda from the City of Yuki-Shi lbaraki-Ken, Japan, who is an exchange student and currently attending Hitachi Technical Senior High School in Japan. The Mayor and Council welcomed Mr. Fueda to our city. Mayor Weatherill introduced former Mayor Nick Repanich and presented to former Mayor Repanich a plaque, which will be placed at the Port orchard Marina, in honor of his years of public service and endeavors to establish the Port Orchard Marina. Mary Ann Huntington, Port of Bremerton Commissioner, also thanked former Mayor Repanich for his dedication in pursuing the relationship between the City of Port Orchard and the Port of Bremerton and becoming a key player in developing the Port Orchard Marina. Brad Reid requested permission to extend existing utility lines and allow access to Caseco Lane for ingress/egress to two parcels in the Dogwood Hill area. Mr. Reid acknowledged the condition, which has been placed on the developer (Dan Case), requiring Caseco Lane be brought up to the city's private road standards before any further development can proceed. Doug Campbell, Dogwood Hill resident, expressed an interest in having water and sewer service to the Dogwood Hill residents. Mayor Weatherill placed this matter into the Water/Sewer Committee for further review and recommendation at the next Council meeting. On motion by Councilwoman Powers, seconded by Councilman Geiger, Council adopted Resolution No. 1901 fixing the date and time of August 28, 2000 at 7:35 PM for a public hearing on a petition to vacate a portion of Forest Park Street, right-of-way, as submitted by Ron and Shawn Hutchinson, et al. On motion by Councilman Geiger, seconded by Councilman Morrison, Council approved the consent agenda as follows: a. Minutes of the following City Council meeting: (1) July 10, 2000 regular meeting (2) July 18, 2000 special public meeting on Bay Street Sidewalk Improvement Project. b. Claim warrant numbers 33243-33316 in the amount of $140,857.49. On motion by Councilman Clauson, seconded by Councilman Geiger, Council authorized the firm RH2 to prepare the plans and specifications for new centrifuges, which would replace the belt filter press at the Wastewater Treatment Facility. On motion by Councilman Clauson, seconded by Councilman Wyatt, Council authorized the purchase of one sampling machine in the approximate amount of $8,000 to help in the detection of chemicals or substances at the Wastewater Treatment Facility. On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized the Mayor to sign Change Order No. 1 in the amount of $5,202 plus tax for the Sedgwick Reservoir. July 24, 2000 Page 2 of2 On motion by Councilman Geiger, seconded by Councilwoman Powers, Council authorized the Mayor to sign Change Order No. 1 in the amount of $4,000 plus tax for the public Works Facility Site work. On motion by Councilman Clauson, seconded by Councilwoman Powers, Council approved request by Chuck Childress to connect on a temporary basis, six to eight homes to the force main on Sherman Avenue, with the following condition: 1) The 18 month period would start in July 2000 and the homes would have to be disconnected from the Sherman Avenue force main by January 31, 2002. 2) The developer would provide the city a performance bond for 1 Y:z times the value to design a new force main, construct the new force main, and physically reconnect these homes to the new force main. Eric Schilt and Doug Sharp requested permission to hook into the Sherman Avenue force main for property located in the 2500 block of Sherman Avenue. Council advised Mr. Schilt and Mr. Sharp the city is very adamant about not allowing any permanent hook-up's to the Sherman Avenue force main, at this time.
