Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger,
Powers, Van Zee, and Stansbery. Staff present: Deputy Clerk Merlino, Police Chief Townsend, City
Engineer Curies, City Attorney Loren Combs, and City Clerk Parks.
Councilman VanZee led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Phil McCormick and Ron Rider, representing the Downtown Merchants Association, presented a framed
poster depicting the "Festival By The Bay " logo, to the Mayor and City Council, in honor of the city's
continued support of the downtown merchants successful event.
Mr. McCormick and Mr. Rider also presented the same framed poster of the "Festival By The Bay" logo to
Police Chief Townsend and the Port Orchard Police Officers, in recognition of the Police Department's many
hours of service and dedication that help make this a beneficial event for the community.
Kathy Michael, 228 Seattle Avenue, addressed Council concerning the volume and the repetition of the
clock tower chimes. Ms. Michael requested the Council consider the following recommendations: the
volume be lowered by 25%; chimes ring on the half hour and hourly mark not the quarter hours; one song
either at noon or 5:00 pm; reduce time from 9:00 am to 5:00 pm and no chimes on weekends, except for
special occasions, such as Fourth of July or Christmas, if they fall on a weekend. Mrs. Michael further
requested these recommendations be implemented, within the next 48 hours, and resolved by a public
hearing and council vote.
Fred Chang, 319 Sidney Avenue, spoke in favor of the chimes, however requested the Council revise the
schedule of the clock tower chimes and not have them start at 7:00am.
Gil Michael, 228 Seattle Avenue, reiterated the same concerns as Mrs. Michael and also requested this
matter be resolved by a public hearing and council vote.
At this time of the meeting, Mayor Weatherill introduced Deborah Hunt who is the newly hired Municipal
Court Administrator. The Mayor and Council welcomed Deborah to the City of Port Orchard.
Mayor Weatherill presented the commercial category Good Neighbor Award to Oliver and Karen Hanley for
their extensive renovation of 250 Bethel Avenue. Mr. Hanley thanked the city staff, especially the City
Engineer and Building Inspector Rick Pope for their cooperation and help to expedite the remodeling of this
building.
Mary McClure, Kitsap Regional Coordinating Council, presented and discussed the proposed issues for the
Kitsap County Wide Legislative Agenda. Ms. McClure focused her discussion on the consensus issues and
urged the Council members to attend the scheduled working dinners on September21" and October 26th.
Councilwoman Powers gave staff report and outlined the recommendations of the Public Property
Committee's recommendations, regarding the operation and use policy of the city hall clock tower chimes.
On motion by Councilwoman Powers, seconded by Councilman Van Zee, Council adopted Resolution No.
1906 establishing a policy for the City Hall clock tower chimes. Motion passed with 6 ayes and 1 nay.
Councilman Geiger voting nay.
Councilman Geiger referred to Old Business Agenda Item regarding the proposal that monies received from
Forest Park Street Vacation be dedicated for park acquisition.

Councilman Geiger, moved to have staff prepare a resolution, which would state monies received from
Street Vacations be redistributed from Street Fund to Designated Unreserved Fund Balance for Parks,
seconded by Councilwoman Powers.
Councilman Morrison moved to amend motion, to divide the monies received from Street Vacations and
designate one-half to Street Paving and one-half to Designated Unreserved Fund Balance for Parks,
seconded by Councilman Wyatt. Amended motion failed with 6 nays and 1 aye. Councilman Morrison
voting aye.
Original motion as presented, to have staff prepare a resolution, which would designate monies received
from Street Vacations be redistributed from Street Fund to Designated Unreserved Fund Balance for Parks.
Motion passed with 5 ayes and 2 nays. Councilmen Morrison and Wyatt voting nay.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized monies
received from the Forest Park Street (Berry Street) right of way, in the amount of $4,996.50 be redistributed
from Street Fund to Designated Unreserved Fund Balance for Parks.
On motion by Councilman Clauson, seconded by Councilman Geiger, Council approved the consent
agenda items as follows:
a. Minutes of the August 28, 2000 regular Council meeting.
b. Approval of Claim Warrants Numbers 33487-33575 in the amount of $182,575.36 and
August 2000 Payroll Warrants Numbers 134269-134435 in the amount of $226,280.47.
At 8:35 PM Mayor Weatherill called for a 1 0-minute recess with meeting reconvening at 8:45 PM.
On motion by Councilman Geiger, seconded by Councilman Wyatt, Council approved request by Herb
Loop & Associates to place a real estate sign, in the 3100 block of Orlando Street right of way, across
from the entrance to the Olympic Pointe Apartments, for a period of 12 months.
On motion by Councilman Geiger, seconded by Councilman Wyatt, Council authorized staff to prepare a
draft amendment to the parking resolution and modify the parking restriction in the 100 block of Harrison

On motion by Councilman Morrison, seconded by Councilman Clauson, Council excused Councilman
Wyatt from the September 25, 2000 City Council meeting.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized the Mayor
to sign a contract with RH2 for design of a centrifuge at the Wastewater Treatment Facility, in the amount
of $67,586.00.
Police Chief Townsend informed Council of the newll' hired entry level Police Officer, Erik Wofford and his
entrance into the Police Academy on September 13 .
On motion by Councilman Clauson, seconded by Councilman Wyatt, Council adopted Resolution No.
1907 authorizing purchase of a centrifuge for the Wastewater Treatment Facility, using a Request for
Proposal process.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized the City of
Port Orchard to sponsor Kitsap Sewer District No. 5/Wastewater Treatment Plant employees which would
facilitate their participation in the Association of Washington Cities Benefit Trust Health and Welfare
Plans.

Councilman Van Zee, moved to grant a six-month time extension for the Eileen Hanson Rezone (R-
1127), located in the 1400 block of Bethel Avenue, seconded by Councilman Morrison. This rezone was
adopted by Ordinance No. 1687 and approved by the City Council on August 25, 1997.
On motion by Councilman Van Zee, seconded by Councilman Morrison, Council tabled motion granting a
six month time extension for the Hanson Rezone (R-1127), for property located in the 1400 block of
Bethel Avenue, for further review by city staff and City Attorney.
Council designated October 22-28, 2000 as Fall Clean-up within the City of Port Orchard.
