October 10, 1977
Council of the City of Port Orchard, Washington, called to regular session
by Mayor Paul D. Powers, Jr. Council members present: Eugene Caldwell,
Wilson, Geiger, Roos, Libby and Haberlack. Also present: Attorney Riehl,
Engineer Knobbs, Chief Weatherill and Chief Mares. Councilman Lee
Caldwell excused.
Mayor Powers led the Council and the audience in the Pledge of Allegiance.
On motion by Councilman Wilson, seconded and carried, the minutes of the
September 26, 1977 meeting were approved as circulated with the following
correction: page 1, paragraph 14, change Tremont to Old Clifton Road.
Mayor Powers introduced to Council, new member of City Attorney firm of
Walgren, Sexton & McCluskey, Jim Riehl.
Mel Mathias, representing the Senior Citizen Group, requestilg use of -the
Active Club Building as a Senior Citizen Center, introduced the newly
elected officers and reported that they soon will have their by-laws.
Councilman Wilson reported to Council on the excellent effort put forth
by interested citizens of Port Orchard in an attempt to upgrade the
priority standing of the Sewer Treatment Plant. A decision will be made
within approximately 30 days.
Councilman Roos reported to Council on his participation in the ceremony
welcoming the U.S.S. Stanley to the Puget Sound -area. Captain Toole of
the U.S.S. Stanley awarded a plaque of appreciation to the City of Port
Orchard, "The little City with the big heart" for the warm welcome that
was extended to himself and his crew.
Engineer Knobbs informed Council of the continuing problem with vandalism
to City property. Most of the street barracades have been stolen or
broken, garbage cans stolen from parks, restrooms vandalized and other
equipment and property damaged.
.Assistant Clerk opened and read bids submitted for the street and side-
walk improvement on Sroufe Street between Sidney Avenue and West Avenue.
Mayor Powers turned bids over to the Street and Alley Committee and the
City Engineer for review and their consideration.
Mayor Powers declared the Public Hearing for use of Federal Shared Revenue
Fund monies open.
Councilman Geiger explained to Council and audience the procedures that
must be followed in allocating and spending Federal Shared Revenue Fund
monies.
Mayor Powers called for input from the public.
1. Colin Hergert, Senior Citizen representative, explained history of
Port Orchard area senior citizens groups and suggested that some of
the monies be expended on repairs and refurbishing of the Active Club
Building,
2 Councilman Roos proposed monies be used to improve the Bill Van Lee
Park.
3. Councilman Roos suggested consideration be given to completion of
Fireweed from Sidney to Kitsap County/City of Port Orchard city limits.
Kitsap County has announced its plans to complete Fireweed to the
Port Orchard City limits line.
4. Councilman Wilson proposed that if the sales tax on food is repealed,
possibly the City may find it necessary to use a portion of the
funds for salaries until the federal government can find a way to
replace lost revenue from the sales tax.

5. Councilman Haberlach suggested the construction of a stairway from
Morton Street to Seattle Street.
On motion by Eugene Caldwell, seconded and carried, Council approved
Ordinance No. 1018, an Ordinance amending Ordinance No. 1004 (Chapter
13.04, of the Port Orchard Municipal Code) revising the water rates for
water provided by the City of Port Orchard.
On notion by Councilman Geiger, seconded and carried, Council obligated
$3,365.00 of Public Works Employment Act Fund mon.ies'ifor the repair,
painting and general maintenance of Active Club Building and Municipal
Building.
On motion by Councilman Geiger, seconded and carried, Council approved
the bills (Vouchers #3670 - 3759) in the amount of $33,833.37 and approved
the September payroll in the amount of $58,279.24.
