03/14/1977 - Regular - MinutesPort Orchard, Washington March 14, 1977 Council of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Council members present: Eugene Caldwell, Wilson, Lee Caldwell, Geiger, Libby, Roos and Haberlach. Also present, Attorney Olson, Engineer Knobbs, Chief Mares and Fire Chief Weatherill. Chief Mares introduced to the Council and others present, the new patrol officer, James Dawson, and informed the Council. that he comes to the City very well indoctrinated in police work, having completed courses at the Seattle Police Academy. On motion by Councilman Lee Caldwell, seconded and carried, Council approved the minutes of the February 28, 1977 meeting as circulated with the following correction. Page 1, paragraph 3, line 4, delete "8d" and insert "80a Mrs. Mona Sutherland, representing her mother, Mrs. Leona Hussey, 1010 Bay Street, addressed the Council relative to Mr. Robert Gans Lowering the bulkhead fronting her mothers property and thereby creating possible danger to the property and the residence. Mrs. Mona Sutherland asked that the Council deny the excavation permit to Mr. Gans for the above reasons. Mrs. Sutherland also stated that her father, James Hussey, had originally given the property to the State for right-of-way with the stipulation that the bulkhead be installed. Engineer will pursue this and report to the Council. Mr. Shoemaker, Postal Employees, asked the Mayor what is being done to alleviate the parking for postal employees. He was informed that the Port of Bremerton has been contacted, a solution is being worked out and there will be a decision made after the Port of Bremerton regular meeting on March 22, 1977. Mr. Shoemaker also asked what would happen to the accumulated tickets that have not been paid in lieu of what Judge Fisher had told him in his court case, and he was further informed that they would have to be paid. Councilman Geiger moved that the prior motion made at the February 28, 1977 meeting relative to a solution of the parking in question be rescin-d6d. Motion died for Lack of a second. Mrs. Sylvia Beaver, 1147 Hull St. requested that the Council assist her in being able to repair her house and bring it up to Code on a day labor basis. She had received a letter from the fire inspector stating that the building had to be demolished and only a new building could be erected. Matter referred to Street and Alley Committee. Engineer and building inspector to see if something can be done. On motion by Councilman Geiger, seconded and carried, Council approved the 1970 police vehicle to turned over to the Fire Department for a two month trial run. Chief Weatherill will maintain costs of repairs, mileage gas and any other items relevant to its operation. The Council will review the permanent transfer at the end of the two month period. Councilman Roos informed Council that the high school teenagers have decided to give up the Friday night activities at the Active Club Bldg. for the present, due to lack of support from other volunteers. Mr. Pat McCullough informed the Council of progress on the by-pass agree- ment and the possibility of Urban Arterial Funds, and the cost inventory for those projects to be funded from UAB funds, must be completed and submitted by May 1, 1977. On motion by Councilman Lee Caldwell, seconded and carried, Council approved ordinance #1005, setting the no parking limit between 7:00 and 8.00 A.m. oil Kicsap St. between Prospect and Cline. Council will accept applications for the three fireworks stands within the City until regular Council meeting on April 11, 1977. Councilman Roos moved that Resolution #1176, amending the Comprehensive Parks and Recreation Plan be approved. Seconded. Councilman Geiger moved that the action of this matter be tabled until further meeting so Councilmen could study and review the proposals. Seconded and carried. On motion by Councilman Geiger, seconded and carried, Council approved that appraisals of the Mitchell Street property and buildings be obtained from several realtors for Council information. On motion by Councilman Lee Caldwell, seconded and carried, Council approved that the bills (Vouchers 2932 - 3043) in the amount of $27,613.92 be approved and that the payrolls for February be paid in the amount of $35,529.50. On motion by Councilman Roos, seconded and carried, Council approved that a letter be written to the Board of County Commissioners requesting that during the Fathoms of Fun festivities, June 22, 1977 through July 5, 1977 they provide deputies to assist the City police as needed to con- trol traffic and other congestion problems. Clerk read letter from Mrs. J. Shaffer, 1013 Sidney, protesting the use of the Active Building and grounds for teenage activities. Clerk also read letter from Mike A. Holmberg, 1411 West Street, asking the Council to do something to preserve the natural lands within our City. Meeting adjourned at 9:15 P.M. Clerk""layor
