Council of the City of Port Orchard, Washington called to regular
session. by Mayor Paul D. Powers, Jr. Council members present: Geiger
L. Caldwell, E. Caldwell., Libby and Roos. Councilmen Van Zee and Wilson
excused. Also present: Attorney McCluskey, Engineer Knobbs, Chiefs
Weatherill and Dow.
On motion by Councilman Lee Caldwell, seconded and carried, Council
approved the minutes of March 8, 1976 meeting as circulated.
Mr. Tom Kearns, project engineer on the Anderson Creek Transmission
Main, presented letter of three requests authorizing KCM to perform
three Special Services tasks to support the design of the Anderson Creek
Transmission Main.. Also informed Council of the progress at this point
stating that completion of the three Special Services is the next step.
They are: (1) Soils and Geologic Investigations at an estimated cost
of $2,650.00. (2) Franchises and Permits at an estimated cost of
$1,000.00 and (3) Easement Descriptions and Assistance for which no
estimate could be computed. Councilman Geiger moved to approve the
Special Services as requested and the estimates as indicated. Seconded
and carried. The letter is and hereby made a part of these minutes.
Clerk presented the Plat of Echo Park to Council and read letter from
the City Planning Commission stating that the Commission had considered
the final Plat of Echo Park at their February 15th, 1976 meeting and
the Commission approved the final plat of twelve lots which includes the
five items of the McGinnis, Olson & Rowland letter of October 24, 1975
which included the relocation of a fire hydrant at the entrance of the
proposed project. This letter is and hereby made a part of these minutes.
Mr. Clarence Dahlke, 761 Warner, asked the Council to consider the
installation of a left turn lane on SR 160 going east at Plisko Lane.
Matter referred to Street and Alley Committee. ,
Chairman Geiger, Finance Committee, informed Council that upon review
it appears there are available funds in the Police budget to maintain
the office and the parking meter control for the balance of 1976.
Councilman Geiger moved to maintain the parking meter control person for
the balance of 1976, seconded and carried. He also informed Council
that the other continued items in his Committee and in the Special Comm-
ittee will be reviewed.
Councilman Libby asked the Council why the bill submitted to the South
Kitsap School District Board of Directors on March 31, 1975 in the amount
of $2,954.38 for the sanitary sewer services provided by the City had
not been paid, and moved that the Attorney prepare a letter to be sent
to the Board for payment. Seconded and lost. Mayor Powers stated that
in his meeting with the Superintendent and the Business Manager, he was
informed that the District would pay one half of the requested amount.
Councilman Eugene Caldwell moved that the bill be re -submitted to the
School Board requesting payment and the Board if they so desire, set a
date and place the matter on the Boards agenda. The Water -Sewer Comm-
ittee and the City Engineer will then meet with the Board and discuss the
whole problem. Seconded and carried.
Chairman Libby, Water -Sewer Committee reported that the protest of Mr.
Al Bieber, 1113 Tacoma Street, to a City of Port Orchard billing for
services in the amount of $164.65 has been reviewed and the Committee
makes the following recommendation: Councilman Libby moved that Mr.
Bieber be informed that the Council has determined the bill to be correct
and justified and that it shall be paid. Seconded and carried.
Mayor Powers declared recess at 9:05 P.M. to resume at 9:20 P.M.
Councilman Lee Caldwell informed Council of a Water Tower for Trailer
Sanitary Station in the amount of $119.00 and stated that as an un-
sanitary condition could exist at the trailer dump adjacent to the
treatment plant, the purchase and installation of the Tower would help
to alleviate the conditions. Councilman Caldwell moved to purchase two
of the Sanitary Towers, one for potable water and the other for the
clean -out of the sewer systems. Seconded. Councilman Geiger moved to
amend the motion to the purchase of one Sanitary Tower for the sewer
clean -out, explaining that those using the facilities could use their
own hoses for potable water. Seconded and carried. Amended original
motion carried.
Councilman Caldwell informed Council of meeting with Entranco Engineers
stating that five routes had been considered for alleviating the traffic
congestions. (1) Bay Street (2) Kitsap (3) Kendall. (4) Tremont and
(5) Fireweed. Also informed Council there is a need for $3,000.00 at
this time to proceed with the study and that the final cost would be
$10,000.00 for the City. It is necessary that a route be picked and
prepared in proper order prior to requesting funds. After some dis-
cussion, it was resolved that the Street and Alley Committee will set
up a meeting to discuss the problem with the County Commissioners and
at a later date, extend the meeting to the State Highway Department.
On motion by Councilman Lee Caldwell, seconded and carried, Council
approved the request from the Chamber of Commerce to hold the .ninth
annual Fathoms of Fun parade at 10:00 A.M. Saturday, June 26, 1976.
On motion by Councilman Lee Caldwell, seconded and carried, Council
set the date of April 12, 1976 at 8:00 P.M. to hold a hearing on the
request for the vacation of.a portion of an unnamed alley adjacent to
Lots 8, 9 and 10, Block 3, Wheeler's Second Addition to Sidney,
Resolution #1153.
On motion by Councilman Roos, seconded and carried, Council set the
date of April 12, 1976 at 7:30 P.M. to hold a hearing on the request
of Mr. John Bauer to vacate a portion of Bank Street adjacent to the
north property line of Lot 4, Block 8, Plat of Sidney, Resolution 01154.
On motion by Councilman Lee Caldwell, seconded and carried, Council
approved the Port Orchard Lions Club, the South Kitsap Pee Wees and the
Port Orchard Rotary Club to sell fireworks within the City during the
Fourth of July festivities.
Clerk will prepare a letter for the Mayor's signature relative to use
of public recreation area.
On motion by Councilman Eugene Caldwell, seconded and carried, Council
approved the Mayor to declare the month Of .April as Cancer Control Month.
On motion by Councilman Eugene Caldwell, seconded and carried, Council
approved the request of they County Planning Director to ask the citizens
of the City if they rent, lease or own the property on which they re-
side while the City is in the process of taking the census. Councilman
Libby no. Clerk stated that he was not in accord with the request as
it is an invasion of privacy and the information can be obtained from
the existing records maintained by the City.
On motion by Councilman Libby, seconded and carried, Council approved
the expenditure of funds sufficient to pay for the repainting of the
1942 Ford pumper.
Attorney will prepare an Ordinance making it mandatory that all resi-
dents place house numbers on their houses.
Police Committee will review the office hours of the Police Department
and make recommendations to the Council at the next meeting. Chief Dow
informed Council that Officer Smalley will be attending an 11-week
training course at St. Martins College and the funds are available with-
in the Police training budget.
On motion by Councilman Roos, seconded and carried, Council approved
a letter to be written to the Kitsap County Commissioners requesting
the office hours of the Courthouse be extended to 6:00 P.M. at least
one day a week. The present closing time is 4:30 P.M.
Councilman Geiger reported the garbage cans in the downtown area are
cooking shabby and something should be done to improve the conditions.
Street and Alley Committee will review and recommend.

Subject: Request for Special Services Authorization
Anderson Creek Transmission Main
Honorable Mayor and City Council:
KCM #502-0
This letter requests authorization for KCM to perform three Special Services
tasks to support the design of the Anderson. Creek Transmission Main. They
are 1) soils and geologic investigations along the proposed pipeline route,
2) preparation of various franchises and permits, and 3) preparation of
easement descriptions and other assistance the City may require in obtaining
easements across private property along the pipeline route. The Special
Services will be accomplished under our contract dated May 13, 1974. The
fee will be based upon salary costs times a multiplier defined in that
contract and reimbursement of all expenses. Each task is explained in more
detail below.
Soils and Geologic Investigations (,t
The scope of services proposed consists of soil testing at the following
locations:
a) Anderson Creek crossing. /
b) Seep area approximately Sta. 30 + 00 -aorth of Cook Road.
c) Ross Creek crossing. /�_o� V__�t D
d) Melcher Street roadway fill west of Melcher Street and
Pottery Avenue.
Three test holes will be power drilled. The first at the Anderson Creek
crossing and two in the roadway fill west of the intersection of Melcher
and Pottery Ave. The remaining areas will be investigated using hand methods.
The results of the soil investigation will be presented in a letter report
which identifies the soil related problem areas along the pipeline route,
sufficient data to allow formulation of effective solutions to those problems
along with conclusions and recommendations as to slope stability, pipe bed-
ding characteristics, and other pertinent soil information.

We propose to have Steil H. Twelker and Associates, Consulting Soils
Engineers assist KCM as an outside technical consultant in performing
these services. They have assisted us in soil investigation in our initial
design of the 2 MG reservoir and lower pressure zone transmission main and
are very familiar with the Port Orchard area.
The estimated cost for the soils and geologic investigation is $2300 �+
for Twelker and Associates and $350 for KCM totaling $2550.

Franchises and Permits.#
It is estimated that three agencies wi requi r`e'Mpermits or franchises
for the pipeline. By agency they are:
1) State Department of Highways
a) Franchise along Anderson Hill Frontage Road 1, 1
b) Permit for parallel pipeline construction at the crest of tiff i
SR--16
c) Permit for crossing beneath SR-16 r z. `
2) State Department of Fisheries and State. Department of Came
a) Hydraulic permit for crossing of Ross Creek
.3) Kitsap County
a) Franchise for construction on Cook Road
b) Franchise for construction in Melcher Ave. right-of-way
Services will consist of preparing the necessary applications and drawings4
to obtain the required franchises and permits. The submittal of the applica-
tions will be by the City with any necessary support provided by KCM. The t,,,A
estimated cost is $1000.
Easement Descriptions and Assistance

The proposed pipeline route presently requires obtaining easements from
., l eight property owners. The actual easements will be obtained by the City's
attorney with KCM's assistance. KCM will provide the legal descriptions of
the proposed easements and assist the City's attorney by providing any other
necessary information.
Because of the variability of this type of work an estimate of this task
can not be given at this time.

Upon authorization, KCM will begin work on these tasks immediately. The
schedule for submittal of the soils report is approximately four weeks.
The franchises and permits and easement descriptions can also be prepared
in that time. Franchise and permit approvals and obtaining of easement
agreements will probably require additional time.
Return of one signed copy of this authorization request will constitute
Notice to Proceed for these Special Services by KCM. If there are any
questions regarding these services, please contact our project engineer,

Gentlemen:
At your request we submit herewith a proposal. for the investigation
of soils and foundation conditions along the proposed route of the
Anderson Creek transmission main, Port Orchard, Washington.
Route Description The pipeline begins near the City of Bremerton's
Anderson Creek reservoir, adjacent to the State Route 16 right -of -•way.
It extends in a generally easterly direction for approximately 12,O00
i't, where it connects to an existing line to the new Port Orchard
reservoir. Approximately half the route is along paved streets; the
remainder crosses a heavily wooded area with occasional steep slopes
and one major stream crossing. Soil exposures consist of a dense
sandy gravelly silt at higher elevations, a dense fine sand at
intermediate elevations, and a gray hard laminated clay at a few
low spots along the route. Considerable seepage occurs near the
upper surface of the clay layer where it is encountered.
Scope of Services During our recent examination of the route, three
principal problem areas were noted. These consist of; Cl) a seep line
and passible slide area near Sta. 30 + 00, (2) the crossing of boss
Creek; and C33 a recently placed rondFill across the bog adjacent
to Melcher Street. Depending upon final alignment of the pipeline,
the crossing of Anderson Creek near the beginning of the project
may also need investigation. In order to determine more accurately
the soils and foundation conditions in these areas, we propose to
drill three holes with a truck mounted power auger, two near the
Melcher Street log and one at the Anderson Creek crossing; the
remaining areas will be explored wing hand methods. The results

of these explorations, together with our conclusions and recommenda-
tions regarding slope stability, and other pertinent information, will
be presented to you in the form of a letter report.
