11/27/2000 - Regular - Minutes-RegularPort Orchard, Washington November 27, 2000 Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at 7:30 P.M. at City Hall Council Chambers, 216 Prospect Street. Council members present: Clauson, Wyatt, Geiger, Van Zee, and Stansbery. Council members Powers and Morrison excused. Staff present: City Clerk Parks, Police Chief Townsend, Deputy Clerk Merlino, City Treasurer Tompkins, Assistant Treasurer Haarstad, City Engineer Curies, and City Attorney Combs. Councilman Clauson led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. No response was received at this time. On motion by Councilman Clauson, seconded by Councilman Wyatt, Council adopted Resolution No. 1916 approving issuance of a Conditional/Special Use Permit to project applicant, Kitsap County, allowing expansion of the existing Kitsap County Jail Facility. Property located primarily within the southeast portion of the Kitsap County office campus property, adjacent to Taylor Street. Kitsap County Sheriff Steve Boyer thanked the City Council and Mayor for the city's continual support of the Sheriffs office. On motion by Councilman Stansbery, seconded by Councilman VanZee, Council adopted Resolution No. 1917 denying Rezone/Comprehensive Plan Amendment for property located south and adjacent to Taylor Street, property owner, Kitsap County. On motion by Councilman Clauson, seconded by Councilman Stansbery, Council approved the consent agenda as follows: a. Minutes of the following City Council meetings: (1) November 13, 2000, City Council meeting (2) November 15, 2000 Public Hearing regarding Kitsap County Jail Expansion Plan b. Claim warrant numbers 33938-34002 in the amount of $43,927.27. c. Application for firework stand permit -New Years Eve -located 1700 Mile Hill Drive - South Kitsap Mall Parking lot. (NOTE: Same location as Fourth of July) d. Hotel/Motel Advisory Board recommendation that Council approve request submitted by the city's Festival of Chimes and Lights Committee for $6,000 from the year 2000 Hotel/Motel Transient Tax Special Projects Account. This allocation will provide for the purchase of holiday lights and/or decorations to be used during the annual festival. e. Request for authorization for the Mayor to sign Participation Agreement with States West Life Insurance, to comply with labor agreement for the Patrol Officer Employees Contract. f. Request to declare miscellaneous items from the Police Department as surplus and authorize the Police Chief to dispose of these items in the best interest of the city. Attachment "A" g. Authorization for Mayor Weatherill to sign the Traffic Safety Task Force Agreement. On motion by Councilman Geiger, seconded by Councilman Wyatt, Council authorized the City Engineer to install new culverts at the intersection of Sage Street and Pottery Avenue to divert water fiow. ---------~------~----~---~-- November 27, 2000 Page 2 of2 On motion by Councilman Clauson, seconded by Councilman Van Zee, Council authorized staff to prepare amendment to Resolution No. 1636 describing policy on conversion of homes to businesses, within the area delineated by Sroufe Street, Cline Avenue, Dwight Street, and Sidney Avenue.
