Mayor Paul D. Powers, Jr. called the Special Meeting to order to
secure public input from the citizens of the City on the proposed
changes to the Comprehensive Plan and amendments to the Zoning Ord-
inance #899. Councilmen present: Eugene Caldwell, Wilson, Roos
and Libby. Absent: Lee Caldwell, Geiger and Haberlach.
Those citizens present had no input on Item 1, Proposed Parks, Rec-
reation and Open Space Plan.
Item #2, Amendment to the City Comprehensive Urban Development Plan
to increase the density classification which would allow up to 20
residential (multiple family only) units per acre, was read and
explained by Russ Lombard, City Planner. Mrs. Ann Johnson asked if
the designation would be automatic and was answered in the negative,
stating that the change for higher density would be by the re -zone
procedure.
Mrs. Helen Rooms, 454 Perry, requested that the area in which she
resides be zoned down from RH (Residential High) to RM (Residential
Medium) as a precaution to protect the residents of that area from
the possibility of a developer using the proposed amendment (MF-20
Multiple Family - 20 units per acre). She also stated that the
down, zone should be considered as the streets are not -compatible for
increased density. Attorney James Sanchez, Great Northwest Building
representing the citizens of the Annapolis Hill area spoke on their
behalf and also recommended that the existing density of Residential
High be down zoned to either Residential Medium or Residential Low
density.
City Engineer reported that the City would reject any plans for
development in that or any other area unless all conditions including
streets or utilities or unstable soil prevailed.
Mr. John Spielman, resident of the area also spoke against the
inclusion of that area in the MF 20 Zone.
Mrs. P. E. Rosenbarger, 432 Perry, also spoke in favor of a Medium
Density for that area.
As there were no further comments on this portion of the proposed
amendments, Mayor Powers continued to Item 3, "Open Space and Green
Belt". Planner Lombard read text on the proposal for the benefit
of the citizens present.
Mr. Curtis Rice, 2211 West Street, was interested in how this proposal
was put together and was told that the responses from the mailers to
the citizens of the City was the criteria used.
Mr. Barry Ultican, 1213 Sidney, stated that in his opinion, the land
although still in private ownership, could not be sub -divided of
parcels sold to others and that this was confiscation of the use of
property.
Recessed at 9:05 P.M. to 9:20 P.M.
Councilman Roos suggested that the Council allow ten days for other
citizens input relative to the proposals.
Mr. Barry Ultican asked if the proposal is adopted, how would a change
in the Open Space or Green Belt classification be accomplished, and
was answered -by reclassification request only.
Councilman Eugene Caldwell stated that on the MF-20 classification,
the only property that would be designated at this time would be the
multiple residential apartment complex of Orchard On The Green and
all others would be by rezone only.
