09/30/1976 - Regular - MinutesPort Orchard, Washington September 30, 1976 Mayor Paul D. Powers, Jr. called to order the recessed meeting of September 27, 1976. Council members present: Wilson, Lee Caldwell, Geiger, Roos, Libby and Haberlach. Councilman Eugene Caldwell absent. Mr. Pat McCullough, Entranco, Inc., distributed copies of contracts for their professional services to the Mayor and each Councilman. Mr. McCullough suggested that the Council consider the construction of a one million gallon water reservoir to be located on the City's 71 acres on Clifton Road, stating that this would be of a high priority program and would be given priority consideration for a 100% Federal Grant under the Public Works Employment Act of 1976. It would also tie in the moving of the Kendall water towers and tanks in this request. Councilman Lee Caldwell moved that the Council approve the application to be made for Federal 100% grant funds to construct a 1 million gallon high pressure water reservoir on the City's 70 acres on Clifton Road. Seconded and carried. Mr. McCullough informed Council that the following funds would be necessary to do the design engineering and preparation of the appli- cation: $ 2,000.00 Initial phase $ 2,000.00 Prepare the application $ 1,000.00 Necessary surveying Mr. McCullough also stated that this represents 30% of the total engineering on the project. Councilman L. Caldwell moved that the Council approve up to $'5,000.00 for the work up to the submission of the completed applccation and this be computed on an hourly basis for the removal of the Kendall tanks and the installation of a one million gallon water reservoir on the City property on Clifton Road. Seconded and carried. Mr. McCullough suggested that the Council consider the replacement of the water line on the Perry Avenue water priority of approximately 6000 feet of 6" and 10" water line. Also stated he feels that the project could be submitted for approval to EDA on a 100o basis with- out designs or drawings by using specifications only and removing and installing new water line on a continuous basis. The cost to get this information on an application and do the preliminary work would be approximately $1,500.00. Councilman Haberlach moved to proceed on this project with a maximum cost to the City of $1,500.00 to the time the complete application has been submitted. Seconded and carried.
