The most ira 'artant route to jive first attention to is the waterfront from
Southworth Ferry, through Colby, Chester. Annapolis, and Fort Orchard ,and
continuing on to Gorst. Coruerted to this and another Aajor route is highway 160
to Manchester. At the r*Int of intersection at Usixtbay in Fort Orchard. the major
safety hazard which should be oorrected as coon as 1%ossible is crossing of Blackjack
Crook by i-edestrians and bXayolists. The oommittoo, recommends most urgently the
addition of a cantilevered brIAge an the south side of the existing bridge for
the use ofi note- atorized traffic.
blackjack Creek is a major natural feature of Fort Orchard and an estuary of
Puget Sound. A Jath is remsamerded up the old cemetery road (Maple Ave.) going south
from the bridge on Laity right of way. This routs follows the edge of the ravine and
would rejoin Bethel Ave. south of the intersection with highmy 160.
City utility pipes and telek.hone cables cross Blackjack Creek on the section
line which bUhiny 160 Ao Manchester and Kendall Street in Fort Orchard follow.
There is now a steel, i:ath on both sides of the creek which is already in use by
,odestrians. In fact, the pilots are used by young people for crossing and fishing from.
The committee recommends a pedestrian bridge over the pipes at this point to provide
reasonable connection across Blaeek jack canyon from Xondal l Street to the hi, hmy.
There is Port Orchard .ark land on this portion of Blackjack Creak.
Beat stops are now available at the port Orchard marina and the a runty p►rk at
