Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Council members present: Fulton
Caldwell, Doyle, Libby, Van Zee, Roos and Geiger. Also present Chief
Dow and Weatherill, Engineer Knobbs and Attorney McCluskey.
Councilwoman Doyle moved that the minutes of November �, 1974 be///1X/119_'
approved with corrections as attached. Seconded by Councilman
Fulton. Councilman Caldwell moved to amend the motion by striking
the requested correction on page 2, paragraph 4 from the bottom
of the page. Seconded and carried with Councilwoman Doyle voting
no. Amended original motion approved with Councilman Caldwell
voting no.
Mr. Herb Schaeffer, 703 Kitsap St. Assistant Scout Master of Troop 525
presented Scout Robert Hoffman, who addressed the Council and asking
permission to complete a project on the Tremont Park and Playground by
clearing underbrush, building and installing picnic tables and benches
and clearing access from Poplar Street to center of park. Informed
Council that the members of Troop 525 would assist in this project.
On motion by Councilman Caldwell and seconded, Council approved the
project with the stipulation that the work be done under the guidance
of the Superintendent of Public Works and the Park Department.
Mrs. Pat Bourbeau asked the Council what the rules for parking are on
Bay Street and stated the meter maid was being too strict. Chief Dow
explained the ordinance and how the determinations were made relative
to citations. Councilwoman Doyle moved that the matter of the complaints
about the procedures used by the meter maid be referred to the Police
Committee for review and recommendation to the Council. Seconded and
carried.
Mr. R. Rivas, 1017 Bay Street requested that the Council extend the
extension granted him to demolish the building at 1017 Bay Street as
the cost of materials, cost of construction and the interest rates on
borrowed monies are too high at this time to complete the plans as he
had originally intended. He would like to bring the building up to a
safe condition, but not to the Fire Zone #1 requirements, lease or rent
the building for a few years and when funds are available bring the
building up to code. Matter referred to Fire Chief and Building
Inspector to review and report back to the Council as to the legal
approach and the Council will consider what action will be taken.
Mr. Buck Gehring informed the Council of the current status of his
proposed complex located east of the underpass on SR 160, stating that
he will not pursue a Special Use Permit at this time but will request
a reclassification of about 14 acres to Commercial General and apply
for the Special Use Permit at a later date.
Mr. Clarence Dahlke, Route 1, Box 523, presented another plan for the
SR 160 and Bethel Avenue intersection, a copy of which is made a part
of these minutes. After some discussion on the matter, Mayor Powers
declared a recess for twenty minutes at 9:10 P.M.
Council resumed business at 9:30 P.M.
Mr. Gene Asa, Manager of Ridgemont Nursing Home, informed Council of
the use for two trailers, stating that they will be used between the
hours of 8:00 A.M. and 5:00 P.M. normally but that on occasions may
be used until 9:00 P.M. Also stated that by the use of the two trail-
ers for classrooms, it will enable him to open five rooms for beds.
Stated that the use would be for not less than one year nor more than
two years. Councilman Van Zee moved that the request for a temporary
use permit be granted. Seconded. Councilman Fulton moved to amend
motion to include "for a one year period". Seconded and carried. On
the amended original motion, Council approved with Councilman Roos
voting no.

In response to a letter from the Kitsap County Alcoholism Administrative
Board, Mayor Powers informed Council of two vacancies on the Board and
asked Council members to submit names, if they have any to the Clerk.
Letter relative to meter maid procedure referred to Police Committee.
Letter from Mr. Adrian Carr, 437 Tracy, relative to animal control read.
Clerk read Ordinance #942 adopting the budget for the year 1975 and
levying Ad Valorim taxes in the amount of $1,776,034.00. Councilman
Fulton moved to adopt the budget. Seconded by Councilman Caldwell.
Councilwoman Doyle moved to amend the motion to separate the Water
Sewer Construction project from the motion to adopt and vote on this
as a separate item. Seconded by Councilman Roos. Motion lost.
Original motion carried.
Engineer reports:
1. Informed Council that the current price of a new garbage tractor
1975 model is $28,731.00.
2. Informed Council that Dr. Coyle stated he would clean the area
surrounding the garbage containers. Matter of further improvements
referred to Street and Alley Committee for review and recommendation.
3. Attended meeting with the Water Coordinating Committee. Also, that
the County's figures on County density factors are not correct.
Engineer will prepare City's factual densities up to the year 1985.
Ordinance #923, amending Ordinance #694 by adding new section setting
parking time limit on Kitsap and Sidney Streets was read. Councilman
Roos moved to disapprove. Motion lost for lack of a second. Council-
man Caldwell moved to adopt the Ordinance. Seconded and carried with
Councilman Roos voting no.
Attorney McCluskey presented Council with copies of proposed ordinance
for the procedures and authority for short plats for review and
recommendations. Also copies of a proposed water agreement between the
City of Bremerton and Port Orchard for the purchase of Bremerton water
was presented to the Council for review.
Attorney reported that the decision of the State Supreme Court in the
x case of Sears new building site has not been put into writing at this
time but informed Council that in the case Qf all hearings on rezones
and allied items, these should be on tape and in all other areas where
there is a chance of appeals.
Councilman Geiger moved that the City Engineer obtain another quote
on cost of making cages to protpcRt the lights -,on Port Orchard Boulevard.

Seconded. Councilwoman Doyle against the motion as wire baskets would
not solve the problem. Motion carried.
Councilman Roos moved that the garbage and refuse disposal within the
City be put up for bid. Seconded. Councilman Fulton stated that a
meeting should be set for sometime in January of the full Council for
a study session to review the problem. Councilman Caldwell moved to
table until after the study session. Seconded and carried with Council-
man Roos voting no.
Councilman Roos moved to take from the table and adopt, the Ordinance
establishing registrations for business in the City. Seconded.
k Councilman Geiger moved to amend the motion to make numerous changes
and corrections and elaborated in length on each of them. Seconded.
Motion carried. Councilman Roos moved to table until next meeting.
Seconded and carried.
Councilman Van Zee moved that the meett ng of December 23, 1974 be
cancelled. Seconded. Councilman Cap awel�moved to amend the motion
to state that there would be a meeting on the 30th of December, 1974
if necessary. Seconded and carried. Amended original motion carried.

Councilwoman Doyle reported that there would be two more meetings of
the Shorelines Citizens Advisory Group in December. Also, that a
policy should be formuted on growth in the area. After discussion
on the stopping place for the Bremerton -Tacoma Stage, Councilwoman
Doyle moved that the stage be permitted to stop in front of Peninsula
Feed Store on Bay Street. Seconded and carried, with Councilman
Caldwell voting no. Engineer will contact Mr. Morrissey relative to
signs.
Councilwoman Doyle reported that work on programs for coordinating
transportation plans with our existing facilities should be in process
and that it may be possible to get a demonstration plan in this area
for the South Kitsap area.
Also, Councilwoman Doyle wants to get the plans implemented for bike
and pedestrian trails along Bay Street.
Councilwoman Doyle stated that the bills from Kramer, Chin and Mayo
Consulting Engineers on the City's Water Improvement Program be held
for questioning and that the Council should see and have progress
reports. Councilman Roos stated that better breakdown on their bills
should be furnished.
Councilman Caldwell informed Council of the condition of a natural
drainage area on the south side of'Flower Avenue and intersection with
Fireweed Street, caused by the dumping of debris and stumps into the
ravine by Mr. W. J. Throm, 2338 Flower. Councilman Caldwell moved
that Mr. Throm be allowed to burn the debris and stumps if a permit
would be issued to him by the Department of Natural Resources and if
no permit would be issued, he shall remove the debris and stumps.
Seconded and carried with Councilwoman Doyle voting no.
Chairman Fulton of the Water, Sewer and Sanitation Committee reported
on the letter from Mr. William Touchette requesting that the service
charge for garbage be removed from the residence of Mr. George Shope,
Maple Street, as the residence is vacant because Mr. Shope has passed
away and no garbage is being generated. Also stated the residence is
going through probate and will not be occupied for some time. Chairman
Fulton recommended that the matter be handled in the mormal way; that
the service charge be continued. Councilwoman Doyle moved that the
resident be exempted from the service charge as long as the building
is unoccupied. Seconded by Councilman Van Zee. Motion lost.
Councilman Geige moved that the bills be allowed and that Vouchers
#100 through #N0 in the amount of $18,773.57 be paid and November
payroll in the amount of $44,077.77 be allowed. Seconded. Councilwoman
Doyle moved to amend the motion to not pay the warrants for Kramer
Chin and Mayor until evidence of the work performed has been received.
Seconded by Councilman Roos. Amendment to motion lost with Council
members Doyle and Roos voting yea. On the original motion, Council
approved the Council members Doyle and Roos voting no.
Meeting adjourned at 1:05 A.M. December 10, 1974.
