12/20/1974 - Regular - MinutesPort Orchard, Washington December 20, 1974 Meeting called to order at 5:15 P.M. by Mayor Paul D. Powers, Jr. Present; Council members: Caldwell, Fulton, Geiger, Libby and Roos. Members Doyle and Van Zee excused. On motion by Councilman Geiger and seconded, Council approved the Mayor and the Water, Sewer, Health and Sanitation Committee to meet with the Commissioners of the City of Bremerton and negotiate and complete a contract for the purchase of water. On motion by Councilman Fulton, seconded and carrie , Council adopted Ordinance #944 amending the budget for the year 19 and ordering appropriations of funds received in excess of the estimated expend- itures. On motion by Councilman Fulton, seconded and carried, Council adopted Ordinance #945 creating a Contingency Fund as provided in R.C.W. 35.33.145-147. Councilman Geiger moved to extend the Courtesy nickel program to the red meters in the same manner as all other meters. Seconded. Councilman Caldwell moved to amend the motion to include "that only one courtesy nickel will be allowed ", seconded and carried. Amended original motion carried. Councilman Geiger moved to delete the entire last paragraph beginning with "It shall be unlawful" of section 10.68.860 of the Port Orchard Municipal Code (Parking space markings established). Seconded by Councilman Caldwell. Councilman Roos objected to this procedure as the Committee is in the process of reviewing the Traffic Code. Motion lost with Councilman Geiger voting yes. Councilman Caldwell informed Council that Dr. Howard Minor may sell the property abutting on to the City property in Block 10, Sweany's Addition to Sidney and asked the Council to give the Street Committee approval to negotiate on the purchase price of the property.
