02/10/1975 - Regular - MinutesPort Orchard, Washington February 10, 1975 Council of the City of Port Orchard, Washington called to regular session by Mayor Paul D. Powers, Jr. Council members present: Fulton Caldwell, Doyle, Van Zee, Roos and Geiger. Councilman Libby excused. Also present Chief Dow and Weatherill, Engineer Knobbs and Attorney McCluskey. Councilwoman Doyle moved that the minutes of January 27, 1975 be approved as corrected. Seconded and carried. Mrs. Lewis Simpson, 916 Kitsap Street asked Council why the restrictions on parking on Kitsap Street. Mayor informed Mrs. Simpson and Councilman Caldwell informed her that a revaluation of the parking will be taken in about six months. Clerk read letter from the Highway Department relative to interim light- ing and interim striping. Engineer will check with Puget Sound Power and Light as to the cost of relocating the two light fixtures and will report at the next Council meeting ..1 fghW,4 � If-- 14- T t3F F ff r� �- �l Clerk read letter from the South Kitsap Improvement Council stating they have went on record that "a longer approach be installed in the vicinity of the SW corner of the Safeway building as soon as possible" and a motion approving the State Highway T Intersection of the Manchester Highway with Bethel Avenue. On motion by Councilman Fulton and seconded, Council approved the pay- ment of a bill in the amount of $490.00 for Public Defense for the City during the year 1974. On motion by Councilman Fulton, seconded and carried, Council approved the request of Mrs. Helen Dixon, 1531 Crestview Drive, Bremerton, to sell balloons on the streets of Port Orchard on February 28 and March 1 1975 to raise funds for retarded children. Clerk informed Council that there has been received two applications for fireworks stands in the City for the Fourth of July. Council set the date of March 10, 1975 as a closing date for the receiving of appli- cations. Councilman Van Zee moved that the City make a token offer for the purchase of the property adjoining Tremont Park on the East, known as the Cohen property, for the installation of the two million gallon reservoir, and that the negotiations shall be with Council approval. Seconded and carried with Councilwoman Doyle voting no. Chief Dow informed Council that the Federal Court will hear the suit against the Chief beginning at 9:00 A.M. on July 14, 1975 and will probably last for one month. Engineer reports: 1. Engineer asked Council what shall be done on the garbage situation. Councilman Roos moved that the City call for bids on the operation. Seconded. Councilman Fulton moved to table, seconded by Councilman Geiger. Carried, with four ayes and two nays. Study session set for 7:30 P.M., February 13, 1975 in Council chambers. 2. B.O.D. samples for the treatment plant are being processed by the County, effective February 1, 1975. 3. Mr. Throm and Mr. Lee of South Flower will comply with the Attorney's letter relative to cleaning up the debris dumped in the natural drain area. 4. Mr. Del Guzzi will arrange a meeting in the very near future with the Engineer on the problem at the Safeway Complex. 5. Informed Council that the County Building Department would like to do the plumbing inspections for the City on the same basis as the February 10, 1975 Page Two City had with the Health Department. Also that he wants a full time marshal as he is behind on building and fire inspections. Councilman Geiger moved to proceed with the call for bids on the sale of $700,000.00 General Obligation Bonds approved by the voters and that Mr. Terry Thompson, Terry Thompson & Company, Financial Center, Seattle Washington, be approved to prepare the necessary information with the assistance of the City's staff. Seconded and carried, with Councilwoman Doyle voting no. Councilman Roos moved that new businesses be sent a letter wishing them welcome to the City. Seconded. Councilwoman Doyle moved to amend the motion to invite the new businesses to give their business address to the City for the Fire and Police Departments. Seconded. Amended motion approved. Amended original motion approved. Councilwoman Doyle reported that the Transportation Demonstration Plan did not get under way on February 6. 1975. Councilwoman Doyle asked the other members of the Council if they were interested in working up a plan in conjunction with the County for a park and ride lots by using existing facilities and bus shelters. Councilwoman Doyle moved to furnish chalk and bulletin boards for the Council Chambers as agreeable with the Planning Commission and the Building Committee. Seconded and carried. Councilman Caldwell moved that one chalk board and one bulletin board be purchased, movebble"for the Active Building. Seconded and carried. Councilman Caldwell moved that one new 3/4 ton pickup or two used 3/4 ton pickups be purchased on bid for the public works department from Federal Shared Revenue Funds. Seconded. Councilman Van Zee moved to table the motion until next meeting so the Finance Committee can see if there are available funds. Seconded and carried. Mayor recessed meeting at 10:00 P.M. to be reconvened at 10:10 P.M. Meeting reconvened at 10:10 P.M. by Mayor Powers. Seconded and carried with two nays. Councilman Doyle moved to table for more study. Seconded and lost. On the original motion, Council voted three nays and thee yeas. Motion lost. February 10, 1975 Page Three Councilman Fulton moved for adoption of the proposed sewer increase(cn 03) of $1.50 per month on each sewer service. Seconded. Councilman Roos moved to amend by deleting after Five Dollars and fifty cents, under Section 19, paragraph No. 6, Class V, "plus $2.75 cents for each unit over one" and adding "for each living unit". Seconded and carried. Councilman Caldwell moved to amend Section 19, paragraph No. 7, Class VI to read "Public and Private schools, thirty five cents per month per each pupil, teacher, maintenance and administrative personnel". Seconded and carried with four yeas and two nays. Council approved the amended original motion with five ayes, and Councilwoman Doyle voting no. Councilwoman Doyle moved to delete all of Class II, (A), (B),(C), and (D) of Section 19. Seconded. Motion lost with two ayes and four nays. Councilman Fulton moved that the basic collection charge for both water and sewer connections be changed to $125.00 for each additional dwelling unit plus the actual cost of labor, material, street restoration and overhead as required in making the original tap on City right -of --way. Seconded and carried with Councilwoman Doyle voting no. Councilman Fulton moved that the matter of rate increases for water service be taken from the table. Seconded and carried. Councilman Fulton moved for adoption of Ordinance No. 946. Seconded. Councilman Geiger moved to amend the motion by charging a flat 40� per 1,000 gallon over 15,000 gallons. Seconded and carried. Councilwoman Doyle moved to amend by charging 40� per 1,000 gallons starting at zero gallons and continuing through all gallonage. Motion lost for lack of second. Original amended motion carried with Council- woman Doyle voting no. Councilman Caldwell presented plan for temporary curbing for planters at the site of the new First Bank at Westbay. The planters would be located on City property but would be constructed in a temporary manner and could be moved at a future date. Councilman Caldwell moved that the First Bank be allowed to install the temporary planters. Seconded. Councilman Geiger moved to amend the motion to postpone indefinitly, the installation of the planters until the Council could discuss all uses of City property. Seconded. Motion lost with three ayes, three nays with the Mayor voting nay. Original motion carried with four ayes and two nays. On motion by Councilman Geiger, the bills and approved Vouchers $18,150.27 to be paid and that $31,872.52 be allowed.
