Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Council members present were:
Fulton, Caldwell, Doyle, Libby, Van Zee, Roos and Geiger. Also
present, Engineer Knobbs, Chief Dow and Attorney Ron Pinckney. Chief
Weatherill excused.
On motion by Councilwoman Doyle, seconded and carried, Council approved
the minutes of March 24, 1975 as corrected. Copy of corrections are
attached to these minutes.
Mr. John Kleinbach, Chairman of the Library Board presented Council
members with copies f e rt RRn the activities of the library and
statistics on they s 'Ao tees' itfrlry. Stated that the board had met
and set a list of recommendations as to future expansion. Recommended
the purchase and use of the Northwest Mortgage Building at Rockwell
and Bay Street, and the expansion at the existing site by add�rq ace
at the West side of the library, and informed Council of the4ava�ility
of some Trident funds on a matching basis. Also informed Council that
the �brar_y Board mP�ets on the thirdThursday of each month at 6:30 PM.

Clerk read letter from County Commissioner William Mahan indicating
that the County would appreciate Council consideration on a transfer
of the Taylor Street property for the property owned by the County
on Mitchell Avenue stating that the properties are of equal value
according to appraisals that have been taken. ��layor informed members .,u,.,+

Mr. Silvernail, director of the recycling project now being conducted
at the Mitchell Street site stated that they are sustain�i `a lo�sRon

is a possibility of CETA funds for a director. Also, the school is
phasing out of the prof ct and will take "about 2'k months to complete

Engineer Knobbs introduced the new planner Mr. Russ Lombard to the

On motion by Councilman Van Zee and carried, Council approved the new
adjusted contract with the Kitsap County Emergency Communications and
other Services System. The amount of the first year pontribution is

Clerk informed Council of the cancellation of the City's coverage under
Policy #7920 33 72 and Policy #LW7781 62 97, effective May 28, 1975
by Pacific Indemnity Company. Councilman Roos moved that the City be
authorized to call for bids for the necessary coverage. econ,ded,
Councilwoman Doyle moved to amend to investigate AWC
coverage for Police Officers5i'11Qarried. Amended original motion carried.

On motion by Councilman Roos, seconded and Council4 authorized
the Mayor to proclaim the second week in May as Municipal Clerk's
Week.
Councilman Caldwell moved that Resolution #1139 in the amount of
$3,465.00 be expended from Utilities (Water, Sewer and Garbage) and
the amount of $3,465.00 be expended from Federal Shared Revenue for
the purchase of two 3/4 ton pickup trucks. Seconded and carried.
Councilwoman Doyle voted no by re�y o that the decision to purchase

Engineer reported on meeting at the County Courthouse with the�Coordin-
ating Council and stated that the main topic was water in the Silver-
dale area. Also, that there is no action being taken at this time on
the areawide secondary treatment.
Engineer reported that Red's Electric charges the City $160.00 for
removal and transporting the motor from f Well #7 to Bremerton Anr:�

Chief Dow reported that he had met with the association r 'deft

Chief Dow reported that the Loyalty Day Parade will be May 3, 1975.
Also that it would cost about $990.00 to rebuild the motor in the
1972 patrol vehicle. Chief will provide Councilwoman Doyle with a copy of
statistical report of the Police Department.
Councilman Caldwell reported that there is a developer interested in
building across the street from Mrs. Jennie Bruce's property at 339
Farragut, and that he would possibly widen the street. Also, the
Street Committee recommends that no parking signs be placed at each

Clerk will write a letter to Puget Sound Power and Light Company
requesting credit for their charges for 33 lights on Port Orchard
Blvd. At

Cou 6voman Doyle requested the Council to indicate if they would
like "'-Yo continue investigating the possibility of the purchase
of the North West Mortga e Building at Rockwell and Bay, stating the
cost would be in the '` of $180,000.00 to $200,000.00 with additional
outlay for finishing of about $50,000.00. Councilman Fulton moved to
discontinue the negotiations for the purchase of the property, seconded
and carried with Councilwoman Doyle and Councilman Roos voting no.
Councilwoman Doyle stated that the ordinance on no parking on sidewalks
should either be enforced or removed from the regulations. Matter
referred to Police Committee for recommendations. Police Chief will
enforce the ordinance until further notice.
Councilman Van Zee reported that the Indian burial property at the
north end of Farragut Street is 100 feet measured on the diameter and
that there are seven or eight graves still contained there. Also that
he had requested the County CETA crew to clean up that area. He stated
the Van Alstine brothers had indicated they would donate the property
to the City. Attorney McCloskey will be contacted,r _ ee
conditions and restrictions that may be involved. Cported that
the cost to replace the playfield pigs at Central would be about
$119.00 each
Councilman Geiger reported on the Finance Committee meeting, and that
the request of the Community Education Director for $4,000.00 through
June of 1976 was studied and recommended that it be decreased to
$2,000.00 and funded from Federal Shared Revenues. He stated the
County's participation is that of CETA people and not cash contribu-
tion whereby the City is contributing on direct cash basis. Council-
man Geiger moved that the recommendation be approved. Seconded.
Councilwoman Doyle moved to amend the motion by deleting use of Fed-
eral Shared Revenues and stating from other sources. Motion lost
for lack of second. Original motion carried.
Councilman Geiger informed the Council that there will be $104,500.00
in Federal Shared Revenue during the year 1975 and that he requests
input from the members of the Council as to the use of these funds,
bearing in mind items that would be the most beneficial to most of
the people and items not likely to be financed in the normal operation
of the City. From this input a priority list will be prepared.

Councilman Geiger reported on the Comprehensive Health meeting at
which both Councilman Geiger and Doctor Howard Minor attended, stating
that the budget for the four county area is million dollars. Ceo:,,-,CNR*

Councilman Geiger reported the Navy is going to build a $14 million
dollar hospital in the Jackson Park housing area and feels that the
hospital should be built in the South Kitsap area. Councilman
-Geiger moved tgat letters be written to the South Kitsap Hospital
Association and to the representatives requesting that the proposal
be considered. Seconded and carried.
Councilman Geiger moved the bills, (vouchers #510 through #618) in
the amount of $32,759.86 be approved and that the March payroll be
allowed in the amount of $35,987.36. Seconded. Councilman Caldwell
moved to hold the warrant on the amount of $160.00 to Red's Electric
Bremerton and request a breakdown of how the costs are computed.
Seconded. Carried. Councilwoman Doyle moved to hold the warrant for
engineering services,for Kramer, Chin and Mayo for evidence of work
performed. (Warrant $608 in the amount of $529.91.) Seconded. On
the vote the amendment lost. Original amended motion carried with
Councilwoman Doyle and Councilman Roos voting no.
