Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30P.M. at City Hall, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger,
Powers, Van Zee, and Stansbery. Staff present: City Clerk Parks, Deputy Clerk Merlino, Police Chief
Townsend, City Planner Gross, City Engineer Curies, and City Attorney Montgomery,
Councilman Wyatt led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Bob Olsh, representing Port Orchard Mosquito Fleet Society, asked if the city would display a replica of the
Mosquito Fleet vessel Virginia V, in the city hall lobby. The model was being displayed at the Port Orchard
Chamber of Commerce, however since they have moved to a smaller facility, the Chamber no longer has
space for this display.
On motion by Councilman Geiger, seconded by Councilman Van Zee, Council consented to the Port
Orchard Mosquito Fleet Society placing the Mosquito Fleet vessel Virginia V replica, on a temporary basis,
in the City Hall second floor lobby. Motion passed with 5 ayes and 2 nays. Councilmembers Wyatt and
Morrison voting nay.
John McQuade, concerned local resident, asked for Council's support of Ed Stern's efforts concerning
"Wiring of Kitsap County''. Mr. McQuade voiced a concern with individuals and commercial businesses
being denied access to the (DSL) digital subscribers link. Council assured Mr. McQuade the City of Port
Orchard is also concerned with this issue.
Police Chief Townsend introduced Officer Deatherage, who is the Port Orchard K-9 unit officer. Officer
Deatherage presented "Charlie" her K-9 partner, and gave a brief demonstration on their skills in searching
for and apprehending illegal drugs.
Mayor Weatherill asked the Public Property Committee members to present the 1999 Holiday Good
Neighbor Awards for outstanding holiday decorations for the commercial category and residential
categories. These awards recognize the dedication of individuals and businesses that have exhibited
vibrant holiday spirit.
Councilman Clauson presented the commercial category for the 1999 Holiday Good Neighbor Award to
Lavonne Lynam, for her business, Gazebo Florist located at 730 Bay Street.
Tim and Donna McCollum accepted their second Holiday Good Neighbor Award for outstanding residential
holiday decorations, from Councilwoman Powers, for their home located at 117 Goldenrod Street. Mr. and
Mrs. McCollum received their first Holiday Good Neighbor Award December 26, 1995.
Councilman Stansbery presented to Melissa Thompson and Mike Skelley their 1999 Holiday Good
Neighbor Award, for their outstanding residential holiday decorations, for their home located at 819 Ada
Street.
Don Swenson, Department of Ecology, presented a very comprehensive discussion on water rights,
focusing on DOE's mission to meet current and future water needs for people, farms, and fish. Mr.
Swenson also highlighted the current challenges (1) to foster rural economic development; (2) support
population growth; and (3) restore salmon runs.
At 9:20 PM Mayor Weatherill called for a 10 minute recess, with meeting reconvening at 9:30 PM.
Grant Griffin, Executive Director, Kitsap Peninsula Visitor and Convention Bureau, gave a brief update on
the past and future activities of the Bureau. Mr. Griffin also discussed the new media campaign that is
being launched to market Kitsap County in the Snohomish, Pierce, and King County areas. In conclusion
Mr. Griffin thanked the city and Council for past and future support of the Kitsap Peninsula Visitor and
Convention Bureau.

On motion by Councilman Geiger, seconded by Councilman Van Zee, Council approved Ordinance No.
1790 repealing Ordinance No. 1 086, and reestablishing provision for tax upon certain gambling activities
and providing for the collection and enforcement of such tax. (POMC 5.28) This ordinance reduces tax
rates on bingo and raffles to comply with SSB 5745, effective January 1, 2000.
Mayor Weatherill asked for Council's concurrence on the reappointment of Meredith Essex to the Planning
Commission for a six year term to expire on December 31, 2005.
On motion by Councilman Clauson, seconded by Councilman Stansbery, Council confirmed Mayor
Weatherill's reappointment of Meredith Essex to the Planning Commission for a six year term to expire on
December 31, 2005.
On motion by Councilman Morrison, seconded by Councilman Wyatt, Council adopted Resolution No. 1884
regulating signage in the downtown business core and on the public marquee on Bay Street and repealing
Resolution No. 1713.
On motion by Councilwoman Powers, seconded by Councilman Stansbery, Council approved the consent
agenda items as follows:
a. Minutes of the following Council meetings
(1) December 27, 1999, regular Council meeting.
(2) December 30, 1999 special meeting (holiday light tour)
b. Approval of Claim Warrants Number 32101-32211 in the amount of $510,799.23 and
December 1999 Payroll Warrants Number 132965-133120 in the amount of $229,902.96.
c. Resolution No. 1883 amending Resolution No. 1853, to confirm approval of modification
to the lighting for a parking lot site plan (680 Grant Avenue)-Substantial Development
Permit, Mr. Mike Petrowske, applicant (JARPA 91-98).
On motion by Councilman Morrison, seconded by Councilwoman Powers, Council authorized the Mayor
to sign Proposal and Contract for Professional Engineering Services with Gray & Osborne, Inc. to begin
the marquee sidewalk study, in the approximate amount of $26,000.
On motion by Councilwoman Powers, seconded by Councilman Morrison, Council authorized the Mayor
to sign, a one year listing agreement, with Bradley Scott Commercial Real Estate for the sale of the
former Municipal Court building (736 Prospect Street).
At 10:30 PM Mayor Weatherill adjourned Council meeting.
