Council of the City of Port Orchard, Washington, called to regular session by Mayor Protem John Clauson
at 7:30 P.M. at City Hall Council Chambers, 216 Prospect Street. Council members present: Clauson,
Wyatt, Geiger, Powers, Van Zee, and Stansbery. Councilman Morrison excused. Staff present: Police
Chief Townsend, Deputy Clerk Merlino, City Planner Gross, City Clerk Parks, City Engineer Curies, and
City Attorney Montgomery.
Mayor Protem Clauson led the audience and Council in the Pledge of Allegiance.
Mayor Protem Clauson asked for audience comments for items not listed on this agenda. No response
was received at this time.
Gary Demich and Amity Trowbridge, representing Washington State Department of Transportation,
distributed handouts depicting the future construction projects along SR 166. Ms. Trowbridge brought
Council up to date and discussed in detail the plans for each of these construction project. Mr. Demich
discussed the transportation funding impacts due to Initiative 695.
Mayor Protem Clauson asked for Council's concurrence with Mayor Weatherill's appointment of Rovang
Fang & Associates as Public Defender for the City of Port Orchard.
On motion by Councilman Geiger, seconded by Councilman Wyatt, Council concurred with Mayor
Weatherill's appointment of Rovang Fang & Associates as Public Defender for the City of Port Orchard and
further authorized Mayor Weatherill to sign Professional Services Agreement with Rovang Fong & Associates
for a period of 24 months to expire on February 28, 2002.
On motion by Councilman Geiger, seconded by Councilwoman Powers, Council approved request by H.H.
"Dick" Vlist to place their business logo on the consolidate signs at both ends of the Port Orchard Boulevard,
subject to removal upon city request.
On motion by Councilwoman Powers, seconded by Councilman Van Zee, Council approved the consent
agenda as follows:
a. Minutes of the February 14, 2000 regular council meeting.
b. Claim warrant numbers 32398-32462 in the amount of $22,598.10.
c. Authorization for Mayor Weatherill to sign Addendum to Contract for Incarceration of city
prisoners for the year 2000.
On motion by Councilman Geiger, seconded by Councilwoman Powers, Council authorized the City Attorney
to send a letter to the Marina Mart property owners (528 Bay Street), informing them they have until May 1,
2000 to have a written contract, which is acceptable to the City, for the clean up of their property, due to
contamination by petroleum products.
On motion by Councilman Stansbery, seconded by Councilwoman Powers, Council declared as surplus two
police vehicle radios (Fixed Asset No. 500130 -Motorola Syntar, M# T63SRA3200AK; Serial No.
431HCL0180 and Fixed Asset No. 500126-Motorola Syntar, M# T83VBJ7204AK), and authorized the
Police Chief to dispose of these radios in the best interest of the city.

On motion by Councilman Geiger, seconded by Councilwoman Powers, Council authorized the City Engineer
to accept the proposal from Thompson Pile Driving for the replacement of the DeKalb Pier floating dock in the
amount of $18,100 plus tax.
On motion by Councilman Geiger, seconded by Councilwoman Powers, Council set March 15, 2000 at 7:30
PM as the date and time for a public open house to discuss the current conditions of the marquee sidewalks,
possible repair alternative and aesthetic considerations for those sidewalks that front businesses on the 700
and 800 blocks of Bay Street.
At 8:35PM Mayor Protem Clauson adjourned meeting.
