On March 15, 2000, the Port Orchard City Council hosted a Public Meeting to provide an opportunity for Gray and
Osborne, Inc., design consultants for the Bay Street Marquee Sidewalk Improvement Project to present initial
findings and obtain public input for this project. The Public Meeting was held in City Council Chambers, 216
Prospect Street, starting at approximately 7:30 PM.
Mayor Weatherill welcomed citizens, business owners, and property owners. He summarized the purpose of this
public meeting, inviting and encouraging open discussion and input on this project.
Gray and Osborne representatives, Tamara Nack. P.E., Project Manager and Terry Martin P.E. Civil Engineer
reviewed the Sidewalk Improvement pre-design report schedule emphasizing that this is the first of three
scheduled public meetings to review possible repair/replacement alternatives and seek public input on the project.
Including other alternatives or ideas those present may wish to present.
Ms. Nack and Mr. Martin reviewed current physical and environmental conditions and outlined three possible
alternative methods of repair/replacement highlighting advantages and disadvantages of each alternative.
Engineer Larry Curies clarified this is truly a public meeting seeking input on the vision and concerns of downtown
property owners, business owners, and other interested citizens. Neither the city or design consultants have any
preconceived determination of how this project will be achieved.
Ms. Nack pointed out handouts located at the back of the room that included copies of some of the presentation
materials and a survey/comment form. She invited and encouraged those present to complete the form and
return to Terry Martin at Gray and Osborne. A self-addressed envelope was provided for convenience in returning
the survey form. Citizen input is crucial to design development. Responses will be summarized and presented at
the next public meeting projected for mid-May.
The presentation and discussion on citizen questions included, but was not limited to identifying concerns
(aesthetic and safety issues), potential funding sources, parameters/boundaries of project, cost of phasing the
project, possible enhancements, need to know cost of alternatives, and possibility of including installation of fiber
optics, under grounding utilities, storm water drainage, and other infrastructure improvements and enhancements.
The meeting was concluded and closed at 9:00 P.M.
