A RESOLUTION OF THE CTTY OF PORT ORCHARD,
WASHINGTON, IDENTIFYING THREE CENTERS OF GROWTH
FOR FUTURE PLANNING EFFORTS.
WHEREAS, the City Council on January 26, 2004 approved City
Resolution No. 2048, ratifying the Revision to the Kitsap County-wide Planning Policies
that included policies for recognizing designated centers of growth where a community-
wide focal point can be provided, significant population and/or employment can be
located, and the increased use of transit, walking and bicycling can be supported; and
WHEREAS, the Puget Sound Regional Council has established that use of
state and federal transportation funds will be directed to designated centers; and
WHEREAS, the Kitsap Regional Coordinating Council will formally
consider applications for recognizing locally designated centers from County jurisdictions
at their meeting on May 4, 2004; and
WHEREAS, the City of Port Orchard has identified to designate three (3)
interim designated centers for further planning efforts, that will be folded into the
update to the City's Comprehensive Plan, scheduled for 2005; and
WHEREAS, the City of Port Orchard has begun a joint planning project
with Kitsap County to prepare a community plan for the Port Orchard Urban Growth
Area, where the City intends to explore opportunities to identify additional local centers
along the Bethel Road corridor and elsewhere throughout the Port Orchard Urban
Growth Area where appropriate; and
WHEREAS, the City in conjunction with joint planning with Kitsap County
may elect to include additional sites in the greater Port Orchard area to be designated
as centers of growth; and
WHEREAS, the City intends to begin a process to identify goals and
policy directives for each of the designated centers to detail specific boundaries,
development standards, and a program for implementation; now, therefore,

THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES
HEREBY RESOLVE:
1) As contemplated by the Kitsap County Planning Policies, the following
three (3) areas are approved as centers of growth within the Port
Orchard City limits, as generally illustrated in Attachment A:
a) "City CenterrTrcmsit H1 'b'Regional Governance Center"· Generally ~ r .
prescribed as an area extending out from the downtown Mixed use
Commercial area that includes City Hall and the Kitsap Transit
Intermodal Ferry Terminal, west to include the commercial area
along Bay Street and the Hull Avenue neighborhood, then south to
Sroufe Street, east to the Greenbelt zone associated with Blackjack
Creek, then north to include the commercial district near Bay Street
and Bethel Road.
b) "Tremont Aven11e EmploymentjComm"nity Sen rices Center":
Generally prescribed as an area located near the intersection of SR-
16 and Tremont Avenue that includes the Port Orchard industrial
Park and Kitsap County Juvenile Center, extending to the east to
include the commercial services located along South Kitsap
Boulevard, south to Lippert Drive, east to Port Orchard Boulevard,
north to include Group Health Cooperative Clinic, then west back to
SR-16.
c) "So11th Kitsap Mall Mixed-lise Center": Generally prescribed as an
area extending east from Bethel Road along Mile Hill Road to
include the South Kitsap Mall and adjacent apartments, east to the
Harrison Road, north to Horstman Road, west to Mitchell Road to
include the Veteran's Park, and South Kitsap High School, then
south back to Mile Hill Road.
2) The Mayor and City staff are authorized to promote the designated
centers of growth at the county, regional, state and federal level for
the purposes of transportation funding and planning support.
3) The City will begin a process to identify goals and policy directives for
each of the interim centers to detail specific boundaries, development
standards, and a program for implementation that will be addressed in
the City's Comprehensive Plan update, scheduled for 2005.

4) The City will begin discussions with Kitsap County and the community
to explore opportunities for additional centers to be designated along
Bethel Road and elsewhere within the Port Orchard Urban Growth
Area.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of such passage this 26th day of April
2004.
