A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
GRANTING TEMPORARY USE PERMITS FOR KITSAP COUNTY
PROPERTIES LOCATED AT 608 SIDNEY AVENUE, AND 614 AND
620 TAYLOR STREET, SUBJECT TO CONDIDONS.
WHEREAS, the Port Orchard City Council previously denied Kitsap County's
requests for five-year Temporary Use Permits (TUPs) on 10 separate parcels; and
WHEREAS, the County has subsequently completed a detailed needs
assessment for the duration of the County Administration Building Construction Project; and
WHEREAS, the immediate limited and temporary need is identified in the
County's May 14, 2004 letter to Mayor Abel and further discussed with a subcommittee of the
City Council that same day; and
WHEREAS, the County has further agreed that if the TUPs as submitted are
approved for the lots located at 608 Sidney Avenue, and 614 and 620 Taylor Street for parking,
then no additional TUPs will be requested; and
WHEREAS, the County and the City have further agreed that the development
of parking standards for the overlay district will not be put on a "fast-track" but instead will be
incorporated into the overall design standards for the government overlay district; now,
therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
THAT: The Port Orchard City Council grants Temporary Use
Permits for Kitsap County properties located at:
1) 608 Sidney Avenue for two-hour visitor only parking with a disabled
parking stall; and
2) 614 and 620 Taylor Street for general public parking.
THAT: The permits shall be conditioned to provide:
1) A parking lot setback from the parcel lot line of 10-feet minimum from
public right-of-ways and adjacent properties with either vegetative or
fenced screening in the lot setbacks shall be at least 6 feet high and shall
be approved by the City Planner before installation; and
2) Parking and access shall be designed by the Kitsap County traffic
personnel and approved by the City Engineer; and
3) Prior to use, the property shall have stormwater controls installed and
approved that are required by the City's Stormwater Ordinance for
parking lots; and
4) The permits shall terminate upon the earlier of:

A. Six months from the date the City adopts development regulations for the
government use overlay district, unless within that six month period,
the County submits a County Campus Master Plan for the City's
approval; or
B. Within 60 days of the City's approval of the County Campus Master Plan;
or
C. Occupancy of the County Administration Building; or
D. Two years from the effective date of this resolution.
5) Taylor Street lot only: There will be defined pedestrian paths in the
parking lot to provide safe access to the public sidewalk.
THAT: The City will not issue to the County any additional temporary use
permits within the government use overlay district.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor
