A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
ESTABLISHING A PLAN AND SCHEDULE FOR REVIEWING AND, IF
NECESSARY, REVISING ITS COMPREHENSIVE PLAN AND
DEVELOPMENT REGULATIONS TO ENSURE COMPLIANCE WITH
THE GROWTH MANAGEMENT ACT
WHEREAS, The Growth Management Act requires cities and counties planning
under it to periodically review, and, if needed, revise their comprehensive plans and development
regulations every seven years to ensure compliance with the Growth Management Act. According
to a schedule established by RCW 36.70A.l30(4), the City of Port Orchard is required to complete
its first update by December 1, 2004; and
WHEREAS, due to lack of staff and resources earlier in the year, the City cannot
complete the review by the December 1st deadline; and
WHEREAS, the State Department of Community, Trade and Economic
Development (CTED) recommends that local governments who are not able to meet the deadline
(1) adopt by the update deadline, a resolution that documents the local progress already made
and contains a schedule for completing the update; and (2) continue moving ahead as quickly as
possible to be in full compliance with the GMA; now, therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
1. The City Council finds that to date the City has made progress by (1) entering into a
contract with CTED for funding (No. S04-62600), (2) reviewing the current comprehensive plan
and development regulations at the staff level and preparing a list of proposed updates, and (3)
establishing a plan and schedule for completing the update. The list of proposed updates is
attached hereto as Exhibit "A." The plan and schedule is attached hereto as Exhibit "B."
2. The City Council hereby approves and adopts the plan and schedule attached hereto as
Exhibit "B", as the basis for the review and amendment of its comprehensive plan and
development regulations as required by RCW 36.70A.130.
PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and

III. Parks and Open Space Element The City anticipates to perform the ten-year update to our comprehensive
plan pursuant to RCW 36.70A.130(3) to reflect the 10 year population
projections of OFM. The population projection is anticipated to result in
revisions to the City's Comp Plan Parks and Open Space Element to
accommodate 20 years of growth within the city's UGA.
The City provided an update to the City's Park Plan in 2000. The outcome
of this effort, will be reviewed and incorporated into the Parks and
Openspace Element of the Comp. Plan as appropriate.
All population tables and projections will be updated.
All needs assessments and level of service standards will be reviewed and
updated as needed.
The chapter will be updated to reflect current park projects underway.

community reflected in the parks surveys conducted since 1995.
IV. Utilities Element This chapter will be updated to reflect current providers, and levels of
service.
The City has been working to promote usc of broadband within the City
limits. The chapter will be updated to reflect these efforts to promote
economic development through use of broadband communications>
V. Transportation Element This chapter will be updated to reflect current conditions, growth
projections and programmed improvements. Traffic counts will be
updated. The City will be working jointly with Kitsap County to prepare a
plan for the urban growth area. The plan will incorporate the population
projections for the UGA. The growth and laud usc will be modeled, and
measured against adopted level of service standards. The findings and
proposed mitigating measures will be incorporated into au update to the
Transportation Plan for year 2025.
A. Highways of State Wide Significance Au Inventory of Level of Service Standards for State-owned Facilities,
and an Estimate of Traffic Impacts and Needs on State Highway
Facilities was conducted by the City, resulting in amendments to the
City's Comp Plan in 2000. The plan was certified by PSRC and CTED.
The Kitsap Transit Authority is working to develop a new intermodal
transit station at the passenger ferry dock. The final design concepts arc
underway, due 2004. This will result in a new focus on transit within the
City. The concepts will be incorporated into the Transportation Chapter.
B. County-wide Planning Policies Kitsap County has adopted revised County-wide Planning Policies that
incorporates policies for Centers of Growth.
The City designated three (3) interim centers of growth in the city and
intends to conduct community planning to provide for an implementation
strategy for each center. The City's Comp Plan will be updated in 2005 to
reflect the CPP policies for coordinating transportation improvements with
desi~nated Centers .
