A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON ESTABLISHING THE EMPLOYMENT POSITION
OF CLERK-RECEPTIONIST (TEMPORARY) AND PROVIDING A
WAGE RATE FOR THIS POSITION.
WHEREAS, the City Council recognizes the periodic need for temporary reception and
administrative support for the departmental functions, and
WHEREAS, temporary employees generally do not perform all functions of an established
employment position, and
WHEREAS, it is beneficial to the city to have a job description establishing limited duties and
responsibilities for a temporary employment position, and
WHEREAS, the job description as attached hereto and the salary step schedule as set forth
below have been reviewed by the City Council Personnel Committee and are respectfully submitted with a
recommendation for approval, now, therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THAT:
Effective July 15, 2003the following job description and wage rate of $12.06 per hour are
provided for the position of Clerk-Receptionist (Temporary).

This position is to provide temporary labor when a department has staffing needs or shortage. An
individual temporary position may be full or part time and shall not exceed four months duration.
Attendance at evening or weekend meetings or other off-duty events is not a regular part of the duties
of this position, and normally not required. The individual serving in this position must be bondable.
Major Function and Purpose
The Clerk-Receptionist (temporary) is an entry-level position that performs a range of clerical and
reception duties to support a city department as assigned.
General Function
The Clerk-Receptionist (temporary) provides reception and administrative support for the departmental
functions. He/she may greet visitors, receive and direct incoming telephone calls, typing-keyboard
input using Word and Excel, photo copying, and provide information as directed by the department. .
This position functions with close supervision by department head or designated supervisor.
Supervision Responsibilities
This is a non-supervisory position.

Receives incoming telephone calls for the assigned city department.
Communicates orally using a telephone or in person in a clear, concise professional manner
May distribute incoming mail, products, or material in a prescribed manner
Interacts with other employees and the public
Assemble, maintain, and file departmental documents as directed
Photocopy necessary documents and correspondence
Produces written documents from established format
Issues receipts to customers and makes change when necessary
May prepare and maintain correspondence for the department head·
Process and prepare departmental correspondence and various permit and/or license
applications according to established procedures
May process traffic citations for local court (requires employee to be eligibile to access law
enforcement records system)
Data entry using a computer system and multiple software application programs, including,
but not .limited to, word processing and spreadsheet applications
Assist other city departmental clerical functions when necessary and approved by the
supervisor
Other duties as assigned
Knowledge, Skills and Abilities
While the following requirements may be representative of minimum levels of knowledge, skills and
abilities, to perform this job successfully, the incumbent will possess the abilities or aptitudes to
perform each duty proficiently.
The individual serving as the Clerk-Receptionist (temporary) must be able to communicate effectively
and courteously. Knowledge of routine office procedures, including use of office equipment is
required. The individual in this position must have the ability to communicate in person or via
telephone to interact with others. This position demands good interpersonal communication skills to
deal with other individuals.
Working Conditions
Work is performed in an office environment. The employee will be required to answer telephones.
Operation of computers and other office equipment is an essential job function. Repeated
interruption of the work routine is typical. Must have the ability to produce legible handwritten

documents. May be required to lift and carry up to 20 pounds.
Contacts and Relationships
The Clerk-Receptionist (temporary) will have extensive contact with the public, other city employees,
and elected officials on a daily basis.
Physical Requirements
The Clerk Receptionist (temporary) must have the physical ability to perform all essential job
functions. The incumbent in this position must be able to discern voice conversation both via
telephone and in person. The employee must have hand-eye coordination sufficient to operate
computers and other office equipment. Must have the ability to produce legible handwritten
documents. May be required to lift and carry up to 20 pounds.
