A RESOLUTION OF THE CITY OF PORT ORCHARD,
KITSAP COUNTY, WASHNIGTON, CREATING THE
FESTIVAL OF CHIMES AND LIGHTS COMMITTEE
WHEREAS, in 1999 the City Hall Grand Opening Committee was formed to develop and
organize an event to celebrate the opening of the newly constructed city hall; and
WHEREAS, after the Grand Opening Celebration the Committee established a holiday
event based at city hall known as the Festival of Chimes and Lights; and
WHEREAS, the Grand Opening Committee was transitioned to the Festival of Chimes and
Lights Committee and has operated under the auspices of the Port Orchard City Council,
WHEREAS, it is the City of Port Orchard desire to support the event known as the Festival
of Chimes and Lights held the first Saturday of each December and institutionalize the Festival as a City
sponsored event, now, therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY
RESOLVE THE FOLLOWING:
SECTION 1. The City recognizes and supports the Festival of Chimes and Lights as a
"Port Orchard Tourism Event".
SECTION 2. The City Council hereby designates the Festival of Chimes and Lights is an
official City of Port Orchard festival.
SECTION 3. The Festival of Chimes and Lights Committee is hereby created. It shall
consist of three council members, appointed biannually by the Mayor, and up to 12 additional members, to
be appointed by Council Committee Members. The Committee shall be responsible for establishing its own
procedures and all meetings shall comply with the Open Meetings Act. The Committee shall annually
prepare a budget for the Festival, which shall be reviewed and approved by the City Council as part of the
budgetary process. The Committee shall be responsible for planning, organizing and implementing the
Festival of Chimes and Lights.
