A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
CREATING A COMMUNITY SERVICE SUPERVISOR POSITION
WITHIN THE ENGINEERING DEPARTMENT AND PROVIDING FOR
THE SALARY THEREOF.
WHEREAS, the City Council desires to maintain a Community Service Program; and
WHEREAS, it is recommended that a new position be created within the Engineering
Department to direct the work activities of persons assigned to community service by the Port Orchard
Municipal Court; and
WHEREAS, the job description attached hereto and with the salary as set forth have
been reviewed by the Mayor and Council members, now therefore
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE
AS FOLLOWS:
THAT: The Council of the City of Port Orchard, Washington does hereby establish a
Community Service Supervisor position within the Engineering Department.
Effective January 14, 2002, the following step system wage schedule is provided
for the position of Community Service Supervisor.
Entry on the step wage schedule is subject to experience level. Advancement
through these steps are not to be considered automatic, but will be subject to satisfactory job
performance:
After 5 years of employment
After 4 years of employment
After 3 years of employment
After 2 years of employment
After 1 year of employment
After 6 months of employment

Reports To: Public Works Foreman
This is a part time position. It is not anticipated that he/she will be required to attend meetings during
other than normal work hours, however, the employee may be called back to work before or after regularly
scheduled work hours or on scheduled days off.
Major Function and Purpose
Individuals assigned to this job classification provide routine janitorial work, grounds maintenance,
building maintenance and repairs to all public buildings, including, but not limited to, City Hall, Public
Library, Active Club Building, park facilities, city shops, surrounding grounds and other facilities/grounds as
assigned. This includes minor electrical and minor plumbing of city parks, grounds, and buildings. The
Community Service Supervisor directs the work activities of assigned community service workers. The City
Municipal Court assigns community service workers to the program.
General Function
This is specialized work for a municipal public facilities department, which requires the ability to exercise
initiative and discretion based on knowledge of required job duties, policies and performance requirements
related to building and grounds maintenance. The position reports directly to the Public Works Foreman
and interacts with other departments on a routine basis.
Supervision Responsibilities
This is a non-supervisory position. However, the Community Service Supervisor will direct the work
activities of temporary community service workers.

Job Duties and Responsibilities
This job description reflects general details as necessary to describe the principal functions of this job, the
level of knowledge and skill typically required, and the scope of responsibility, but should not be

including working in other functional areas to cover absences or relief, to equalize peak work periods, or to
otherwise balance the workload.
• Coordinate, manage and inspect work performed by Community Service workers
• Clean and maintain park restrooms, including mopping floors and sanitizing fixtures
• Check all soap, paper towel and toilet dispensers and fill as necessary, replenish supplies as necessary
• Clean Active Club, Public Works Shop, and other buildings to
• Performs other miscellaneous tasks as assigned, including but not limited to:
• Painting sign posts and refuse containers
• Washing and cleaning city vehicles inside and out
• Maintain inventory of chemicals required for job
• Assist Public Works personnel in control of roadside vegetation and minor repairs
Knowledge, Skills and Abilities
While requirements may be representative of minimum levels of knowledge, skills and abilities, to perform
this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently.
Proficiency in:
• Supervision of community service workers
• Maintaining time records of community service workers
• Vacuuming, sweeping, dusting, waxing and washing floors
• Safe operation of mowing, brush cutting, turf and tree pruning equipment
• Techniques for sanitizing restroom facilities
The Community Service Supervisor must have:
• Supervisory skills
• Familiarity with OSHAIWISHA safety standards
• Demonstrated ability to:
• Follow/issue verbal and written instructions
• Operate a lawn mower and portable line trimmer
• Work on ladders

The Community Service Supervisor may work either indoors or outdoors as required. The employee may
need to work in confined spaces and will be required to work on ladders, inclines, and in noisy work areas.
He/she may be exposed to extremes in temperature, chemicals or noxious fumes, and to insect stings.
Conditions encountered may include dampness, communicable disease, dust, pollen, epoxy chemicals,
machinery or its moving parts, cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents or
similar solutions, insect stings, liquid chemicals, noisy work area, noxious odors, fumes or chemicals,
smoke and vehicular traffic.
Protective clothing is required for completion of some job requirements, including rubber boots, rubber or
plastic gloves, safety equipment, safety glasses or goggles, ear protection devices, hard hats, respirators and
other specialized protective equipment.
Physical Requirements
Incumbent must have the overall stamina and ability to perform moderate to strenuous physical activity,
including the ability to stand or walk for long periods of time, traversing rough terrain, working in or over
water, working at heights or on scaffolding, and lifting or carrying up to 50 pounds. job requirements may
include the ability to climb up to 20 feet off the ground, bend, and work in tight or confined areas. The
incumbent must be able to hear alarms and have the ability to audibly identify the presence of a danger or
hazard.
Recruiting Requirements
The Community Service Supervisor will work in security sensitive environments accessible to confidential
and graphic information. Accordingly, a complete criminal background check will be conducted as part of
the employment process. Those individuals with a history of felony conviction may be ineligible for
employment in this position.
The Community Service Supervisor must possess or be qualified and able to attain:
o Washington State Drivers License with a driving record acceptable to the City's insurance carrier
o First Aid Certification
o High School diploma
o Possess or be qualified to attain, within 90 days of employment, a valid flagger certification
• All city employees must successfully pass a pre-employment Drug Testing as prescribed by the City's
Drug and Alcohol Testing Policy
Experience and Training
Approximately five years of responsible experience and training that provides the desired skills, knowledge
and abilities.
