A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON ESTABLISHING THE EMPLOYMENT POSITIONS
OF CODE ENFORCEMENT OFFICER AND ASSOCIATE
PLANNER AND ELIMINATING THE COMBINED POSITION OF
CODE ENFORCEMENT/ASSOCIATE PLANNER.
WHEREAS, it is necessary for the city to periodically review the duties and responsibilities
of all employment positions, and
WHEREAS, the employment position of Code EnforcemenVAssociate Planner has been
reviewed and based upon the current job duties and level of responsibility it is determined that these
pos'itions should be reclass'ified into two separate positions of Code Enforcement Officer and Associate
Planner, and
WHEREAS, the job descriptions are attached hereto and with the salaries as set forth have
been reviewed by the Mayor and Councilmembers, now, therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THAT:
SECTION 1. Effective June 12, 2000 the employment positions of Code Enforcement
Officer and Associate Planner are hereby established.
SECTION 2: The City Clerk is authorized to establish a job description identifying
the essential and basic job functions along with minimum skills and abilities required for this position.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
attested by the Clerk in authentication of such passage this 12th d f June 2000.

This is a Fair Labor Standards Act non-exempt position. The Code Enforcement Officer is not a Civil
SeNice employee. It is anticipated that he/she will be required to attend meetings during other than
normal work hours, and may be called back to work before or after regularly scheduled work hours or
on scheduled days off.
Major Function and Purpose
The Code Enforcement Officer is responsible for enforcing land use regulations and has limited
authority to issue infractions, pursuant to City policies. In addition to code enforcement, the Code
Enforcement Officer will implement the City stormwater program, assist in processing permits, and
represent the City as directed.
General Function
The Code Enforcement Officer performs code enforcement of land use issues and nuisance
infractions, verifies compliance with land use conditions, implements the stormwater program, and
assist in the office as determined by the City Planner. The person will be able to fully understand the
pertinent City ordinances, the foundation of these ordinances as based on land use law and be able to
clearly communicate these concepts to the public.
Supervision Responsibilities

• Enforce public nuisance regulations

• Monitor the City to ensure compliance with zoning and nuisance regulations
• Follow-up on citizen and agency complaints on land use matters
• Represent the City at Court appearances
• Process applications for stormwater permits
• Interact with the public and the development community in person, over the phone, and/or
on site
• Prepare written reports and correspondence as required
• Coordinate with other City, County, and State Departments
Knowledge, Skills and Abilities
While requirements may be representative of minimum levels of knowledge, skills and abilities, to
perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each
duty proficiently.
• Ability to read, understand, and evaluate site development plans for land use impacts and
consistency with local regulations.
• Ability to understand and monitor local, state, and federal regulations applicable to land use
development.
• Ability to communicate effectively, both verbally and in writing.

• Ability to prepare and analyze planning studies and communicate findings of these studies.
• Ability to establish and maintain effective working relationships with other employees and
departments, the public, the development community, and members of various boards and

• Ability to work well with people in difficult situations.
Working Conditions
Work is performed both in an office environment and in the field. There are no extraordinary physical
demands on the employee in this position. Repeated interruption of the work routine is typical. This
position requires extensive reading and involves repetitive motion tasks. The work area can be noisy.
Outside work is often done during inclement weather.
Physical Requirements
The Code Enforcement Officer must have the overall stamina and ability to perform moderate to
strenuous physical activity, including the ability to stand or walk for long periods of time, work in
inclement weather and to visit structures under construction. Job requirements may include the ability
to climb, bend, and work in tight or confined areas. In addition, close vision, color vision and far
vision are essential to performance of the position. Corrective lenses may be utilized. The incumbent
must be able to hear alarms and have the ability to audibly identify the presence of a danger or
hazard. Must be able to drive to on-site visits and navigate a variety of terrain on foot, in all weather
conditions.
Recruiting Requirements
• High School Diploma, required
• College level courses in land use planning or related field is highly desirable
• Valid Washington State driver's license or ability to obtain prior to employment
• Must be bondable
• Physically fit to allow inspections of construction sites
• Must be able to attend late night meetings as required
• All city employees must successfully pass a pre-employment Drug Testing as prescribed by the
City's Drug and Alcohol Testing Policy.

General Function
The Associate Planner works in current planning, as determined by the City Planner. The person will
be able to fully understand the pertinent City ordinances, the foundation of these ordinances as based
on land use law and be able to clearly communicate these concepts to the public. The Associate
Planner will prepare land use studies and plans, under the direction of the City Planner. The
Associate Planner will make presentations to the City Planning Commission and City Council.
