A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON REPEALING RESOLUTION NO. 1636 AND
REESTABLISHING THE POLICY ON CONVERSION OF HOMES
TO BUSINESSES
WHEREAS, the City of Port Orchard is a residential community which strives to maintain a
high quality of life for families; and
WHEREAS, the City seeks to maintain a balance between residential and non-residential
land uses through effective land use controls such as land use reclassifications and special use permits; and
WHEREAS, the City serves as the Kitsap County seat and is home of the County
government and satellite services; now therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON DOES
HEREBY ADOPT THE FOLLOWING:
SECTION 1, Policy on conversion of homes to businesses:
1. Home occupations which allow business uses of homes provide a means of small
businesses to operate without major overhead. In order to preserve the residential
nature of the neighborhood, the conditions for home occupations need to be strictly
enforced.
2. Land use reclassification from residential to commercial need careful scrutiny from
the City Council to prevent commercial sprawl while still allowing logical expansion
of commercial zones.
3. Government use of property which require office buildings and traffic impacts should
be recognized as having the same impacts as commercial development.
4. Kitsap County expansion of facilities shall be consistent with a Master Plan mutually
approved by Kitsap County and City of Port Orchard, and consistent with the City's
Comprehensive Plan. The County expansion and other private businesses
associated with County Government shall not cross the area delineated by Sroufe
Street, Cline Avenue, Dwight Street and Sidney Avenue. Existence of government
offices and other private businesses associated with County Government outside
this boundary area should not be used to justify new similar land uses.
SECTION 2, Resolution No. 1636 is hereby repealed in its entirety.
PASSED by the City Council of the City of Port Orchard, PPROVED by the Mayor and
attested by the Clerk in authentication of passage this 11"' day of Decemb 20 .
