A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON
PROVIDING A CONDITIONAL USE PERMIT FOR THE PORT OF
BREMERTON TO EXPAND THE HARBORMASTER OFFICE AND
REPAIR EXISTING PILINGS AT THE PORT ORCHARD MARINA.
WHEREAS, the city adopted the revised Shoreline Master Program in 1994 to regulate the
property within the jurisdiction of that program; and
WHEREAS, the applicant submitted a Substantial Development Permit and Conditional Use
Permit Application on December 28, 1999 for shorelines review to expand the Harbormaster Office by 475
square feet and repair eleven pilings at the Port Orchard Marina located at 707 Sidney Parkway; and
WHEREAS, this project has received a Categorical Exemption under SEPA by the Port of
Bremerton who is the lead agency for the project; and
WHEREAS, a Hydraulic Project Approval is required for this project from the D_epartment of
Fish and Wildlife; and
WHEREAS, a public hearing was held on February 14, 2000 by the City Council to hear
facts and testimony concerning granting a Conditional Use Permit with regard to the Shoreline Management
Program; and
WHEREAS, the City Council has determined that the granting of a Conditional Use
Permit is consistent with the intent of the Shoreline Management Program, now therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON HEREBY
RESOLVES AS FOLLOWS:
THAT: The City of Port Orchard recommends approval to the Department of Ecology for the
granting of a Conditional Use Permit to the Port of Bremerton to allow the 475 square foot expansion of the
Harbormaster Office and the repair of eleven pilings at the Port Orchard Marina with the following conditions:
1. Prior to commencement of work, a building permit for this project shall have been
issued from the City of Port Orchard.
2. All work shall comply with the Department of Fish and Wildlife conditions within the
Hydraulic Project Approval.
3. The public sidewalk fronting the Marina shall maintain a minimum width of five feet
upon completion of this project.
4. The existing roof sign will be removed. All new signage shall comply with the
Shoreline Master Program and the sign ordinance.
5. As required within the Shoreline Master Program (page 65) a minimum of two
additional parking places shall be provided to accommodate the additional floor
area. A site plan showing the new spaces provided within nearby Port controlled
parking areas shall be provided as part of the building permit application.

6. No final Certificate of Occupancy shall be granted until the two additional parking
spaces are established.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
