Meeting Minutes
June 8, 2021 at 5:02 PM
Utility Committee Members; Chair Cindy Lucarelli, Jay Rosapepe and John Clausen met on June 8, 2021 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark Dorsey,
Utility Manager Jacki Brown, Community Development Director Nick Bond, Finance Director Noah Crocker and Mayor Rob Putaansuu.
McCormick LS#1 – Update: PWD Dorsey updated Committee members on the current status of the ‘water hammer’ retrofit project design effort, in that Public Works Department staff has requested
that McCormick Communities move forward with their Design Alternative No. 3 of 3, which includes the installation of both a Surge Tank and an Air-vac Assembly. To be continued.
Splash Pad Retrofit – Update: PWD Dorsey reported to Committee members that since the recent withdrawal of the Advertisement (due to the unexpected departure of Land Expression’s from
the design team), the City will need to issue an Amendment to the VE Firm (Murraysmith) to provide the architectural/structural and electrical aspects now needed. Since this will result
in an unexpected delay, the Splash Pad will be opened in July for the 2021 Season and operated under the original design parameters. To be continued.
Change-in-Use Charges - Discussion: FD Crocker provided Committee members with a Presentation entitled Water & Sewer Capital Facility Charges Re-Development Exceptions, to continue
to move the dialog along regarding Municipal Code concerns that may be challenging with respect to re-development when a change-in-use is proposed. Several ‘commercial’ scenarios were
presented with current and potential credits provided. To be continued.
