05/11/2021 - Minutes City of Port Orchard Utility Committee Meeting Minutes May 11, 2021 at 5:03 PM Utility Committee Members; Chair Cindy Lucarelli and John Clausen met on May 11, 2021 via Zoom Meeting. Also present: Public Works Director/City Engineer Mark Dorsey, Utility Manager Jacki Brown, Community Development Director Nick Bond, Finance Director Noah Crocker and Mayor Rob Putaansuu. McCormick LS#1 – Update: PWD Dorsey advised Committee members that the Public Works Department has released the original Performance Bond ($3.75M based upon Total Project Cost) and has received in its place 1) a revised Performance Bond ($685K based upon Remaining Work Items Cost) and 2) a two-year Maintenance Bond ($750K based upon Accepted Work.) The remaining work items (water intrusion and force main connection movement) have been designed and the repair/modification work scheduled to commence soon. To be continued. 2020 NPDES Phase II Annual Report - Discussion: PWD Dorsey informed Committee members that the 2020 NPDES Phase II Annual Report has been successfully finalized and submitted to DOE. No further action required. Sidney Avenue Sewer & Roadway Repair – Update: PWD Dorsey advised Committee members that the Pre-Construction Conference with ACI has occurred, and that the Notice to Proceed (NTP) will be issued soon. Public Works Department staff will be meeting with ACI to specifically review/approve the Work Phases and the associated Traffic Control/Detour Route Plans, which will be provided to the public via the City’s Webpage and updated weekly. Foster Pilot Program - Update: UM Manager Brown updated Committee members on the current status of the Foster Pilot Project – Joint Legislative Task Force (JLTF), being that 1) the Legislature has funded the continuation of the JLTF and 2) with the City’s groundwater model now complete, the Model and Report of Examination can now commence. As noted previously, the Well #11/Well #12/Well #13 Projects are at a standstill (other than Well #11 pumping at 50% needed capacity), until Foster is resolved. To be continued. McCormick Water Campus (580 Tank, Well #12 & Main) – Update: PWD Dorsey and UM Brown updated Committee members on the following; 580 Tank – the Testing and Fill Plan have been developed and agreed upon between the City and McCormick Communities and the reservoir is anticipated to be online in June 2021. To be continued. Well #12 – No change, pilot hole is drilled with no further activity is scheduled until the water rights are obtained. To be continued. Main – No change, McCormick Communities has received their permits to commence with the water main extension through McCormick West and work is anticipated to commence soon. To be continued. Splash Pad Retrofit – Update: PWD Dorsey reported to Committee members that the Advertisement and Addendum #1 have been withdrawn, for the City to address issues with the original design firm. Hopefully, the reopening of the Facility will still occur in August 2021. To be continued. Marina PS Funding – Update: PWD Dorsey and UM Brown updated Committee members on the current Marina Pump Station (MPS) loan funding status with the State Department of Ecology (DOE), being that it appears that the revised Total Project Cost of $13M will now be fully funded by the DOE via an Amendment with the interest rate at 2.6% and a 30-year term to ensure the completion of this critical infrastructure facility. DOH-DWSRF Loan – Updates: PWD Dorsey and UM Brown Provided Committee members with the following project funding updates; Well #11 Pre-Construction Award ($500K) – the State Department of Health (DOH) has awarded the City a $500K Pre-Construction Loan, which will bolster the 2022 DWSRF Loan Application for the Well #11 Construction Phase. An amendment to the Murraysmith Contract for the Final Design/Bid Support will be issued once the DOH Loan has been officially accepted by the City. To be continued Well #13 Project Closeout & Scope Reduction – the City’s $6M DWSRF-funded Well #10/#13 Project has officially been closed-out, with the DOH committed to funding the completion of the Project when Foster is resolved, hopefully in 2023. To be continued. 2020 (Consumer Confidence) Water Quality Report – Discussion: UM Brown provided Committee members with a brief overview the 2020 Water Quality Report, whereby Contaminant Levels, Consumption Data and Conservation Measures are reported annually. No further action required at this time. Water Use Efficiency Program – Discussion: UM Brown provided Committee members with a brief overview the City’s Water Use Efficiency Program, whereby the determined Consumption Data and Conservation Measures are compared against Program Goals for ‘No Water Lost’ (10% maximum allowable) and reported annually. No further action required at this time. 390/580 Zones Consolidation Study – Update: UM Brown updated Committee members on the status of the Department of Health (DOH) grant funded 390/580 Water Pressure Zones Consolidation Study, being that the Study has been successfully completed on-time and on-budget and that the information provided within the Study will be extremely valuable as the City looks to connect the City’s McCormick 580 Zone to the City’s 390 Zone via the Old Clifton and Stetson/Glenwood Road connectors and separate from the City’s McCormick 580 Zone from the City of Bremerton’s 580 Zone. Utility Department Program - Update: PWD Dorsey and UM Brown updated Committee members as follows; Storm Drainage Comprehensive Plan – currently underway, with the Storm Utility CIP list being developed. Water CIP’s & CFC Adjustments – both items are before City Council and should be updated this month. Water CFC Credits – after the completion of the Water CIP’s/CFC’s, this task will commence. Water/Sewer Rates – Katy Isaksen is currently under contract and working on this and it is planned for presentation in the Summer of 2021. Water System Plan Update Adoption – still waiting for DOH approval, now anticipated for Fall 2021. General Sewer Plan Update – GSP Amendment recently completed (includes updated Sewer CIP) with GSP Updated scheduled for 2022 with 2023 Adoption.
