1883 - Resolution - Amending Resolution 1853 Lighting for Parking LotRESOLUTION NO. 1883 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING RESOLUTION NO. 1853, TO CONFIRM APPROVAL OF MODIFICATION TO THE LIGHTING FOR A PARKING LOT SITE PLAN (680 Grant Avenue) - SUBSTANTIAL DEVELOPMENT PERMIT, MR. MIKE PETROWSKE, APPLICANT (JARPA 91-98) WHEREAS, the City of Port Orchard adopted the revised Shoreline Master Program in 1994 to regulate the property within the jurisdiction of that program, and WHEREAS, the applicant submitted a Substantial Development Permit Application on December 31, 1998 to construct a 46 stall parking lot across from 201 Bay Street to supplement the parking capacity of the Port Orchard Yacht Club, and WHEREAS, this project has received a Determination of Non -Significance by the City of Port Orchard, and WHEREAS, a public hearing was held on March 8, 1999 by the City Council to hear facts and testimony concerning granting a Substantial Development Permit, and WHEREAS, the City Council did determine that the granting of the Substantial Development Permit is consistent with the intent of the Shoreline Management Program, and WHEREAS, the City Council held another public hearing on December 27, 1999 to allow public input on a request to modify the parking lot lighting depicted on the site plan approved under Resolution No. 1853; and WHEREAS, after closing the public hearing the City Council did approve modification of the lighting for a parking lot site plan at 680 Grant; (note: approval of this modification does not change any condition set forth in Resolution No. 1853, restated as follows), now therefore, THE COUNCIL OF THE CITY OF PORT ORCHARD DOES RESOLVE AS FOLLOWS: The City of Port Orchard issues a Substantial Development Permit to Mr. Mike Petrowske for the construction of a parking lot in the 200 block of Bay Street, not to exceed 46 parking stalls, subject to the following conditions: 1. Prior to commencement of work, a grading or excavation permit shall be issued by the City of Port Orchard. 2. Before excavation or grading commences, the developer will install filter fabric fencing and rock approaches to minimize erosion and sedimentation. These measures will be in accordance with City requirements and will be maintained until the lot is paved or re -vegetated 3. Prior to the issuance of an excavation or grading permit, the applicant shall provide a written description of the maintenance practices and schedule for the stormwater system. These maintenance practices and schedule are subject to approval by Resolution No. 1883 Page 2 of 2 the City Engineer. 4. No work is allowed in the right of way, unless specifically approved by the City Engineer. Landscaping shall be in accordance with the current Zoning Ordinance and shall consist primarily of native vegetation. Landscape and irrigation plans shall be submitted for review and approval prior to issuance of the grading and excavation permit. The landscaping shall be installed prior to the use of the parking lot. 6. Parking at this property is restricted to the Port Orchard Yacht Club and shall not be used as a commercial parking lot. Any parking lot illumination shall be directed away from the adjacent properties and Sinclair Inlet.
