A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON ESTABLISHING A PUBLIC WORKS SMALL
WORKS ROSTER AND PROCEDURES TO PURCHASE
FOR THE CITY OF PORT ORCHARD
WHEREAS, The Public Works Department maintains a continuous
schedule of construction projects of various scopes; and
WHEREAS, Resolution No. 1478 has been previously used to establish
procedures for small works and purchase procedures, now, therefore,
THE CITY OF PORT ORCHARD CITY COUNCIL DOES RESOLVE AS
FOLLOWS:
1. City of Port Orchard Resolution No. 1478 is hereby repealed.
2. The City Engineer shall maintain a small works roster to be used for
public works improvements, which costs less than $100,000.
3. For supplies, materials, equipment, and services, which cost less than
$7,500.00, the City staff shall secure sufficient price quotes to assure
competitive prices. The price quotes may be taken telephonically and
recorded with a memo of record in the files.
4. For supplies, materials, equipment, and services which cost more than
$7,500.00, but less than $15,000.00, the City staff shall secure sufficient
price quotes to assure competitive prices. The price quotes shall be
submitted in writing from the vendors. The results of the price quotes
shall be prepared in a written format and posted on the City bulletin
board.
5. The City Engineer shall use formal competitive bidding in preference to
the small works roster, when he determines that to be in the best interest
of the City. '

6. Professional architectural and engineering services shall be selected by
the guidelines of the State of Washington.
7. Single source procurement is specifically authorized by the City Council
to maintain the integrity of an electrical and/or telemetry system.
8. For the purchasing of telecommunications and data processing
(computer) equipment and software, the City may follow a competitive
negotiation process as an alternative to a formal bid process. The
competitive negotiation process shall consist of the following:

A. A request for proposals {RFP} must be published at least once in
a newspaper of general circulation at least 13 days before the last
date of which the proposals will be received.
B. The RFP must identify significant evaluation factors, including
price, and their relative importance.
C. The City shall provide reasonable procedures for technical
evaluation of the proposals, identification of qualified sources, and
selection for awarding the contract. These procedures shall be in
written form, but not necessarily printed in the RFP.
D. The award shall be made to the qualified vendor whose proposal
is "most advantageous" to the City
9. The City may reject any or all bids, proposals, price quotes or offers for
good cause.
10. The Department Heads are responsible to keep the Mayor and City
Council informed of all significant purchases and commitments. No
commitment of funds will be allowed without budget authority or specific
Council authority.
PASSED by the City Council of the City of Pori Orchard, APPROVED by the Mayor
and attested by the Clerk in authentication of such passage this 13t' day of April, 1998.
