1815 - Resolution - Adopting Six-Year Transportation Improvement ProgramRESOLUTION NO. 1815 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON ADOPTING THE SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM FOR THE YEAR 1999-2004. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, AS FOLLOWS: THAT: The six -year construction portion of the Six -Year Transportation Improvement Program for the years 1999 - 2004, a copy of which is attached hereto and marked Exhibit "A' and is an integral portion of the Six -Year Comprehensive Street Program for the City of Port Orchard is hereby adopted. WEATHERILL, MAYOR ATTEST: Z� wzz Patricia Parks, City Clerk Exhibit "A" City June 22, 1998 of Port OrchardWASHINGTON 17 June 1998 RE: Six Year Transportation Improvement Program 1999 to 2004 The City's Six -Year Transportation Improvement Program, TIP, is attached for your review. The purpose of the TIP is to allocate highway funding, highlight local priorities and coordinate transportation improvements to meet the goals of the comprehensive plan. The program is based upon three assumptions: The City is focusing on streets within the corporate limits. Once the Urban Growth Areas are finally established, the City will review the needs of the adjacent urban areas. 2. The more expensive road projects are completed and the matching funds from the Arterial Street Fund are depleted. The City will continue its policy to use Arterial Street funds for matching funds. It will need time to replenish this account. 3. The emphasis of future road projects will include storm water and pedestrian issues, rather than solely road pavement overlays. TRAFFIC SIGNAL, TREMONT AND THE PORT ORCHARD BOULEVARD This intersection has $170,000 of ISTEA funds designated for a traffic signal. It is anticipated that the signal would be operational in 1999. The design for the signal should be completed in 1998 No road improvements would be scheduled as part of this work. POTTERY AVENUE SIDEWALK Exhibit "A" June 22, 1998 The Pottery Avenue Sidewalk has been funded by the TIB Pedestrians Facility Program and will provide for a concrete sidewalk along the east side of Pottery Avenue. The sidewalk will extend from Tremont Street to Lippert Avenue and construction will be in 1999. The TIB will provide $75,000 of this $100,000 project. MELCHER AVENUE WIDENING, POTTERY TO SHERMAN In future years, the City would seek funding to widen this segment of Melcher Street. Additional right of way on both sides of the road is necessary. The road would be increased to two 12-foot lanes with wide shoulders. A significant expense would be the improvement of sight distance by regrading the road west of the Melcher/Sherman intersection. POTTERY AVENUE WIDENING, MELCHER TO TREMONT Local funding will be needed in 3 to 6 years to overlay this section of Pottery Avenue, north of Tremont Street. Once the required utilities are extended to the adjacent properties, the City would need to overlay this section of Pottery Avenue. At that time, the paving would include construction of wide shoulders to accommodate the needs of bicyclists and pedestrians. Additional right of way will be required as development continues. POTTERY AVENUE OVERLAY, LIPPERT TO TREMONT Local funding is being proposed to overlay this section of Pottery Avenue after the adjacent building construction is completed. Once the required utilities are extended to the adjacent properties, the City would overlay this section of Pottery Avenue. At that time, the paving would include construction of wide shoulders to accommodate the needs of bicyclists and pedestrians. SIDNEY AVENUE OVERLAY, LIPPERT TO SR 16 Local funding is being proposed for the future continuation of the last segment of the Sidney Avenue Overlay, Within 3 to 6 years, this section of Sidney Avenue would be paved and a wide shoulder created for non -motorist use. PORT ORCHARD BOULEVARD SIDEWALK When the Port Orchard Boulevard was paved, there was insufficient money to include a sidewalk along the west side of the road. This project will allow for the construction of a five-foot wide concrete sidewalk for the full length of the street, on the west side only. This project will need to be programmed after the sewer main expansion. BAY STREET PEDESTRIAN PATH Exhibit "A" June 22, 1998 This project has been deleted from the federal funding program due to the needs of the Bethel Wye improvements and the expense of the proposed design of the Bay Street Pedestrian Path. The City will need to seek a less expense means to construct improved pedestrian access and still meet criteria from the Department of Fisheries. OLD CLIFTON ROAD PARK & RIDE A 100 car Park & Ride is proposed for the former landfill site along Old Clifton Road. This facility is consistent with Kitsap Transit planning and would be illuminated and landscaped. RESIDENTIAL PAVING PROGRAM The residential paving program is funded with the Street Fund and has focused on the Annapolis neighborhood. In 1997, the program was delayed to repair Prospect Alley. In 1998, the storm water system is being expanded and more streets are being paved in this area. Now that the Annapolis neighborhood is substantially completed, smaller residential streets need to be paved on a yearly basis. The selection of these streets would be recommended by the Street Committee and confirmed by the City Council. Storm water improvements would be included in these improvements. SIDEWALK IMPROVEMENT PROGRAM Street funds need to be reallocated from the Residential Street Paving Program to repair and replace existing sidewalks throughout the City. One element of the Sidewalk Improvement Program is to identify the bet way to repair or replace the sidewalks in the historical downtown area to the City and to implement that design. In addition, the older residential sidewalks have to be repaired and replaced to eliminate potential tripping areas for pedestrians. The program would also allow the City to meet any ADA responsibilities that it may have missed. Exhibit "A" June 22, 1998 PUBLIC WORKS DEPARTMENT 12 June 1998 TO: Street Committee FM: City Engineer RE: 1999's Transportation Improvement Plan The 1999 Six year TIP is being prepared for Council consideration on June 22, 1997. The 1999 TIP is consistent with previous Six Year Plans. Last year, the TIP included the following projects: 1. Old Clifton Road Park and Ride 2. Traffic signal at Tremont/PO Boulevard 3. Traffic signal at Tremont/SK Boulevard 4. Overlay Pottery Avenue from Melcher to Tremont and construct a shoulder. 5. Overlay Sidney Avenue from Lippert to SR 16 and construct a shoulder. 6. Widen Melcher Street from Pottery to Sherman. 7. Widen Pottery Avenue from Tremont to Melcher. 8. Maintain a residential street paving program. 9. Construct the sidewalk on the Port Orchard Boulevard 10. Bay Street Pedestrian Path This year, the TIP would be essentially the same, except the addition of the Sidewalk Improvement Program and the Pottery Avenue Sidewalk. During the last 12 months, the City has done the following which pertain to the TIP: 1. Applied for grant to construct a Park and Ride Lot at the former landfill. The application was not successful. 2. Obligated $170,000 of federal funds for the signal at Tremont and the Port Orchard Boulevard and selected the design consultant. 3. Monitored the construction of the signal at Tremont and the South Kitsap Boulevard, which was funded by Harrison Hospital. 4. Completed the stormwater improvements and paving of Tracy Avenue. 5. Started the construction of the Bethel Avenue improvements, knows as the Roundabout. Exhibit "A" June 22, 1998 The Annapolis Walkway has been deleted from federal funding. The City will seek less expense solutions to improve pedestrian access. The two projects that have funding for 1999 are the construction of the signal at Tremont Street and the Port Orchard Boulevard and the Pottery Avenue sidewalk from Tremont to Lippert. If local funding allows, the emphasis for the Street Department will be to implement the Sidewalk Improvement Program in 1999. Cc Council
