A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON
ESTABLISHING GUIDELINES FOR CONSIDERATION OF STREET
CLOSURES.
WHEREAS, The City of Port Orchard has an established road network which
provides access to residential and commercial areas; and
WHEREAS, As development continues within the City limits, that development
can change the volume and characteristics of traffic volume on individual roads; and
WHEREAS, The City Council is requested at times to modify or close public
roads;
NOW, THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE THE FOLLOWING
PROCEDURE TO BE USED AS A GUIDELINE FOR ROAD CLOSURE CONSIDERATION:
The Street Committee of the City Council will consider the following
pertinent information when evaluating a request to close or substantially modify a City
street:
1. Origin of request.
Did the request originate from the neighbors, staff, other agency or other
body?
2. Traffic counts.
What are the traffic counts of the street and surrounding street? What
if any impacts can be anticipated if the street is closed?
3. Accident history.
What is the accident history of the last three years of this area? Would
the closure of the road affect the accident potential?
Upon review of this information, the Street Committee can recommend further
study or recommend denial of the request. Further study could include surveys of the
neighbors and affected agencies.
Upon review of the survey information, the Street Committee could schedule
a public meeting or recommend denial of the request.
The City Council could make the final decision based on all the above
information and comments received at the public meeting.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of ch passage this 22nd day of
January, 1996.
