A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON
SUPPORTING THE USE OF CITY RESOURCES FOR PROFESSIONAL
AFFILIATIONS
WHEREAS, the City of Port Orchard strives to provide professional,
efficient public services to it's citizens, and
WHEREAS, the City of Port Orchard recognizes that professional
organizations provide educational and resource opportunities which may enhance
an employees performance and provide benefit to the City, and
WHEREAS, it is the desire of the City Council to establish a
procedure by which expenditures of City's labor and/or capital which foster or
promote sanctioned professional associations are approved and accountable, and
WHEREAS, it is recognized that employees may seek membership or
office in various professional associations and that such membership or office
in certain professional associations may benefit the employer, and
WHEREAS, it is further recognized that occasionally an employee may
be required to attend meetings of such professional associations during working
hours, and in some cases provide clerical sup ort (i.e. keeping of minutes,
maintenance of mailing lists, phone calls, etc., and
WHEREAS, it is the desire of the City Council to assure that
expenditures of labor and/or capital which promote a professional association are
legitimate and beneficial to the City of Port Orchard.
NOW, THEREFORE, the City Council of the City of Port Orchard does
hereby resolve and adopt the following policy on the use of City resources for
professional affiliations.
USE OF CITY RESOURCES FOR PROFESSIONAL AFFILIATIONS POLICY
The professional association must be approved by the Mayor, or
designee, as beneficial to the City.
All requests for approval to use City labor and/or capital will be
considered on a case by case basis, considering employee's position,
budget appropriation and benefit to the City.
Any opinion, position, point of view, theory, assumption or
conclusion expressed by an employee inpreparation of materials
authorized by this policy are solely those of the employee and do
not reflect endorsement by the City of Port Orchard.
Approval of expenditures for an approved professional association is
not a contractual right, nor does it establish a past practice, the

City reserves the right to unilaterally and without cause,
disapprove an employee's request to use City time and/or capital to
participate in a professional organization.
PASSED by the City Council of the City of Port Orchard,
APPROVED by the Mayor and attested by the Clerk in authentication of
such passage this 27th day of June, 1994.
