A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON,
APPROVING AND ADOPTING THE ROSS CREEK MANAGEMENT PLAN.
WHEREAS, a public hearing was held on Monday, October 24, 1994 and the
the Port Orchard City Council considered the findings and facts of the proposal,
testimony and materials presented at the hearing; and
WHEREAS, a SEPA checklist for the proposed plan received a Declaration
of Nonsignificance; and
WHEREAS, Ross Creek is a natural resource which can benefit the
community as a whole, but could be vulnerable to inadvertent damage from development
impacts.
WE THEREFORE FIND: that the proposed Ross Creek Management Plan would
be a valuable resource document to help evaluate pertinent development and to
monitor the well-being of the creek.
CONCLUSION: based on the facts, testimony, and materials presented at
the hearing, we therefore conclude that the Ross Creek Management Plan should be
adopted by the City of Port Orchard as an inter -jurisdictional tool to guide
development, but not as a regulatory document. All future land use actions within
the corridor shall refer to the standards set forth in this Plan. Every reasonable
effort should be made to comply with these standards. If the development deviates
from these standards, an explanation will be provided at the public hearings for the
land use actions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ORCHARD, WASHINGTON,
THAT: the Ross Creek Management Plan is hereby adopted for use as a
tool to guide development.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor
and attested by the Clerk in authentication of such passage this 14th day of
November, 1994.
