1546 - Resolution - Policy for Display of Banners6 ry&K&-A b-, RESOLUTION NO. 1546 ids , S`7 A RESOLUTION OF THE CITY OF PORT ORCHARD ESTABLISHING A POLICY FOR THE DISPLAY OF BANNERS FROM THE MARQUEE OVER SR160 WHEREAS, the City of Port Orchard has allowed banners to be installed over State Road 160, and WHEREAS, the Volunteer Fire Department of the City of Port Orchard installs and removes these banners. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY ESTABLISH the following policy in regard to the placement of banners from the marque over State Road 160: The purpose of the banner is to provide a means to advertise a community event to the public at a minimum cost. Priority for the banners will be for those events held within the city limits. Applications for the placement of banners will be made to the Fire Chief. The fee for the banner hanging will be Fifty Dollars ($50.00) and this will provide for one installation and one removal of the banner. the fee will be used to compensate the volunteers. Banner placement is limited to nonprofit organizations such as service clubs, charitable organizations and community events. The names of the commercial sponsors may be placed on the banner, but that advertising must be smaller and less noticeable than the name of the event. Nonprofit organizations would be defined as those complying with either the Internal Revenue Service or the State of Washington definition of nonprofit. Community events sponsored by a church would be eligible. RESOLUTION NO. 1546 Page 2 of 2 Banners shall be delivered to the City Hall two (2) days prior to installation. The banner shall not be installed until the Fire Department approves its construction. The Port Orchard Fire Chief is responsible for the implementation of this policy. Appeals to his decision may be made to the City Council. PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and attested by the Clerk in authentication of such passage this 9th day of July, 1990. LESLIE J.
