1554 - Resolution - Sinclair and Dyes Inlets Urban Bay Action PlanRESOLUTION NO. 1554 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, DECLARING ITS SUPPORT AND COMMITMENT TO THE IMPLEMENTATION OF THE SINCLAIR AND DYES INLETS URBAN BAY ACTION PLAN. WHEREAS, the water, sediments, fish and shellfish in Sinclair and Dyes Inlets are contaminated from historic and current pollution sources; and WHEREAS, the beneficial uses of Sinclair and Dyes Inlets and good quality of life associated with living on or near Sinclair and Dyes Inlets are threatened by these pollution sources; and WHEREAS, the population of Kitsap County is expected to increase with resulting increased pressure on marine resources; and WHEREAS, controlling pollution sources and cleaning up contaminated sites in Sinclair and Dyes Inlets would benefit the City of Port Orchard by enhancing its attractiveness as a place to live, work and plan; and WHEREAS, it is less expensive to prevent pollution than to clean up or remediate problems associated with pollution; and WHEREAS, the City of Port Orchard has participated actively in the Sinclair and Dyes Inlets Urban Bay Action Program, which has involved summarizing data, identifying pollution problems, and developing an interagency action plan to address pollution problems in Sinclair and Dyes Inlets; and WHEREAS, the City of Port Orchard has already demonstrated active, intense support of pollution control measures relating to Puget Sound through the construction of secondary treatment facilities, separation of combined sewer transmission systems, pump station upgrades and other significant shoreline management initiatives, at great rate payer expense; when other, larger and more affluent Puget Sound jurisdictions have not made similar improvements; and WHEREAS, the City of Port Orchard has already begun several of the actions listed in the 1990 Action Plan; NOW THEREFORE, BE IT RESOLVED: that the Port Orchard City Council does hereby adopt the 1990 Sinclair and Dyes Inlets Urban Bay Action Plan as a road map for addressing pollution problems and controlling pollution sources in Sinclair and Dyes inlets, with the adoption signifying the following: I. Support for the intent and principles of the 1990 Action Plan; Resolution No. 1554 Page Two 2. Continued commitment and cooperation of the City of Port Orchard through equitable participation on an interagency Action Team to guide implementation of the Action Plan; 3. A continued commitment to seek equitable amounts of current and future resources, including the quest for outside financial assistance, to implement the actions in the plan that pertain to the Cit., of Port Orchard, consistent with the participation of other local, state and federal agencies and jurisdiction.
