WHEREAS, we support Puget Sound Air Pollution Control
Agency in its role in protecting Puget Sound region's air quality
and pledge the City of Port Orchard's support of reasonable
efforts to achieve this end; and
WHEREAS, further restriction on the use of certified
wood stoves or total prohibition of non -certified stoves before
the end of their useful lives violates the expectation of the
stove buying pubic and the balance struck with the woodburning
stove industry; and
WHEREAS, the cost of more stringent regulations is
disproportionately paid by low income household who rely to a
greater extend on wood heat, especially in a time of rising
energy costs; and
WHEREAS, the mandate of PSAPCA could be achieved
quicker and more equitably by directing its efforts toward
controlling industrial and motor vehicle pollution, which appear
to this Council to be the more serious threats to air quality;
and
WHEREAS, the Agency in developing strategies or
direct regulation under its authority, should demonstrate full
compliance with the letter and spirit of the State Environmental
Policy Act,
NOW, THEREFORE, BE IT RESOLVED BY THE PORT ORCHARD
CITY COUNCIL:
1. That wood stoves whether uncertified or certified
already in use should not be totally banned but rather restricted
under current regulations; and
2. New installations of approved stove should not be
restricted in certain geographic area; and
3. High standards for certification should not be
recommended without further study of economic impact to the
public; and -
4. That proper public notice is essential for public
cooperation with PSAPCA's directives and the toll free
information telephone number should not be discontinued.
5. That PSAPCA-should base use restrictions upon
performance standards rather than fuel source to encourage the
continued improvement in the technology of woodburning systems.
