THE MAYOR AND CITY COUNCIL OF THE CITY OF PORT ORCHARD,
WASHINGTON, HEREBY RESOLVE AS FOLLOWS:
I. The City of Port Orchard encourages its citizens to
recycle as a means of reducing the volume of solid waste going into
landfills, and as a means of reducing the amount of new resources being
consumed in the manufacture of packaging materials.
2. The City of Port Orchard calls upon the Kitsap County
Commissioners to quickly establish recycling centers in convenient
locations throughout the county, and to work with garbage haulers to
implement curbside pick-up wherever possible.
3. The City of Port Orchard recognizes that its citizens, and
indeed those of Kitsap County as a whole, stand to suffer an increase in
their garbage disposal rates unless vigourous measures are taken to reduce
the amount of solid waste that is transported to landfills.
4. It shall be the future policy of the City of Port Orchard
to favor establishment of a suitable and convenient location within the
city, perhaps on city land, on which a recycling facility can be placed,
and where citizens can bring materials for recycling.
5. The City of Port Orchard will aid in this effort by
encouraging where practicable all its departments to separate their trash
into paper, computer paper, aluminum and glass, and by directing the
Public Works department to periodically transport the city's collected
recyclables to available transfer stations until such time as a recycling
facility is available for convenient use inside the City of Port Orchard.
