1524 - Resolution - Benefits for Non-Union EmployeesRESOLUTION NO. 1524V I A RESOLUTION OF THE CITY OF PORT ORCHARD, j WASHINGTON ESTABLISHING CERTAIN BENEFITS FOR PORT ORCHARD NON -UNION EMPLOYEES ! WHEREAS, it is the desire of the City of Port Orchard hereinafter "City" to provide certain employment benefits to non -union employees, hereinafter "employees", it is now, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY ARTICLE 1. Employees shall be defined to include all employees not covered by a labor union contract excluding temporary employees and management employees (department heads and supervisors). ARTICLE 2. Employees shall be entitled to sick leave at the rate of one day per month and.if not used, shall accumulate to a maximum of ninety days. Advance sick leave may be granted in cases of serious disabilities or ailments. ARTICLE 3. Employees shall be allowed up to three days compassionate sick leave for death in the immediate family. ARTICLE 4. Leave not to exceed fifteen (15) calendar days in any period or twelve consecutive months over and above annual vacation shall be allowed any employee who is a member of any duly established National Guard or Reserve Corps unit. During the period of military leave the employee shall receive their normal pay. ARTICLE 5. Vacations Section 1. After one (1) full year of employement, the employee shall be entitled to ten (10) days vacation leave. During the second year, the employee's vacation account shall be credited on a monthly basis at the rate of eleven (11) days per year. During the third year, the account shall be credited with one (1) day each month. In addition each year on the employee's anniversary date, after three full years of employment, one (1) bonus day for longevity will be credited to his/her vacation account, as shown on Appendix "A" attached hereto and incorporated herein. After each additional year of employment, the employee shall be entitled to one additional day of vacation leave to a maximum of thirty (30) days per year. Section 2. Employees of the Employer may accumulate up to a maximum not to exceed thirty working days of vacation leave at the conclusion of any calendar year. Section 3. Vacation leave to an employee's credit may be granted at any time during the year at the discretion of the department head concerned. Section 4. Each employee must use at least one week (five consecutive days) leave each year for vacation purpose. The balance of vacation leave to his credit may be granted one at a time. An employee, as defined herein, shall receive leave pay for any portion of vacation earned, but not taken, upon leaving the employ of the Employer; provided, that in case of voluntary termination, the employee shall have given at least ten days' notice of such termination before entitled to receive such pay. Section 6. Holidays observed during an employee's vacation period shall not be counted as vacation leave taken. Section 7. The leave pay of all employees who are employed on a daily wage scale shall be paid on the same schedule for the vacation period as the employee would have been paid for a regular week of work without overtime. Section 8. Employees may carry over a maximum of thirty days of vacations all other accrued vacation not used due to the convenience of the Employer will be paid for in cash at the end of the year. Section 9. Vacation leave shall be credited to each employee's account as of July 1, 1984 and on the employee's anniversary date. Thereafter, vacation leave shall be credited annually on their anniversary date. ARTICLE 6. Each employee may be allowed civil leave to permit him or her to serve as a member of a jury or to exercise other civil duties. Any compensation received by the employee while on civil leave shall be credited against the employees regular salary, over the compensation received. ARTICLE 7. Salary, Longevity Pa Section 1. All employees covered by this Resolution shall be classified and compensated in accordance with the City's annual budget (annual salary ordinance). Section 2. After completion of two years full-time employment, an employee shall be eligible for longevity pay. Such longevity pay shall be the employees base pay plus .25% for each additional year of employment. Each longevity pay increase shall commence on his/her anniversary date of employment and each longevity increase shall be calculated on the base pay for the position held by the employee. Resolution No. 1524 Page Three Section 3. Longevity pay will be granted to eligible employees as of July 1, 1984, and adjusted thereafter on the anniversary day of their employment. In the event an eligible employee would receive an amount of longevity pay less than received prior to this contract, such employees' longevity pay would not be adjusted until their next anniversary date. ARTICLE 8. Holidays All employees covered by this Resolution shall be entitled to observe holidays as set forth in the Port Orchard Municipal Code (POMC 2.28.040). ARTICLE 9. Health & Welfare The City will provide health insurance coverage through the Association of Washington Cities Plan A administered by Washington Physician Service or an equivalent plan; and dental coverage for the employees and their dependents. The City will maintain the present level of such benefits and pay any increases in premiums to maintain these benefits. ARTICLE 10. This Resolution shall not change or limit other benefits not listed that covered employees now have through their employment with the City.
