1416 - Resolution - Insufficiency of Funds for Protection of State InstitutionsRESOLUTION NO. 1416 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, FOR INSUFFICIENCY OF FUNDS FOR PROTECTION OF STATE INSTITUTIONS. WHEREAS, the City of Port Orchard receives approxi- mately 1.20 cents per square foot for fire protection services for state buildings located in Port Orchard, and . WHEREAS, the Department of Community Development recognizes that private businesses have paid 4 to 8 cents per square foot for fire protection services; and WHEREAS, State institutions do not pay proportionately as much tax as local industries and.busine.sses; and WHEREAS, there are 20,500 square feet of State Insti- tutions in Port Orchard, and Port Orchard Armory accounts for 100% of this total square footage; and WHEREAS, other local governments and State Institu- tions have used a variety of formulas in order to authorize the State to pay for its fair share for fire protection services. NOW, THEREFORE, BE IT RESOLVED that State Institutions in Port Orchard do not pay their equitable share for fire protection services; and BE IT FURTHER RESOLVED that in accordance with WAC 365-80-050, the City Council of the City of Port Orchard hereby considers that the fire protection payments from the State are inadequate to fund the cost to the City of providing fire protection services to State facilities; and BE IT FURTHER RESOLVED that the City Council and staff are hereby authorized to pursue all available means of securing funds from the State to provide the State's fair share of costs for providing fire services to State Institu- tions.
