ORDINANCE NO. 1714
AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON AMENDING ORDINANCE NO. 1693 TO ALLOW
FOR A MODIFICATION TO THE SITE PLAN AND ELEVATIONS
FOR PROPERTY LOCATED AT 1761 POTTERY AVENUE TO
ALLOW THE DEVELOPMENT OF A 60 UNIT ASSISTED LIVING
FACILITY, COMMONLY KNOWN AS STAFFORD SUITES. (The
owner is Doug Ostrom and his representative is W.M. Palmer
Consultants)

WHEREAS, the Port Orchard City Council did on September 8, 1997 approve
Ordinance No. 1689 to reclassify property located at 1761 Pottery Avenue from Residential High
to Multi -Family 20 to allow the development of a 60 unit Assisted Living Facility, commonly known
as Stafford Suites, and
WHEREAS, the Council of the City of Port Orchard did consider on December 8,
1997 a revision to the site plan to correct a technical error in reporting of the square footage of the
project, stating that the square footage of 31,200, as shown on the original site plan and in the
application, was reported in error. The true size of the 3-story, 60-unit assisted living facility
approved by the City Council on December 8, 1997 is 56,000 square feet, and
WHEREAS, the building permit plans submitted for consideration in January 1998
included changes from the originally approved site plan and elevations, and
WHEREAS, the City Council did determine on January 14, 1998 that these
changes were substantial enough to require a new public hearing, and
WHEREAS, the Council of the City of Port Orchard did on February 9, 1998
consider input and testimony in a public hearing on the revised site plan and elevations and did
determine facts and conclusions as follows:
FINDINGS OF FACT:
THAT: The applicants were granted a site specific rezone as conditioned in
Ordinance No. 1689; and
Ordinance No. 1714

THAT: The building permit plans submitted for consideration in January 1998
included changes from the originally approved site plan and elevations.
The City Council reviewed the changes administratively at the City Council
meeting on January 14, 1998 and determined that the cumulative effects of the individual changes
constitute a major modification and should be considered by the general public.
CONCLUSION: Based on testimony, materials presented and findings of fact,
the Port Orchard City Council does hereby conclude the following (1) revisions to the site plan and
elevations would not be detrimental to the health, safety, morals and general welfare of the
community; (2) the original 23 conditions as set forth in Ordinance No. 1689 and the additional
condition in Ordinance No. 1693 are retained and in effect for this and all future phases of the
Stafford Suites Assisted Living Facility, now, therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON DOES
ORDAIN AS FOLLOWS THAT:
(1) change in building footprint to relocate the rear pod angle to the
south;
(2) front elevation changed to cottage/lodge appearance, and large
porch additions;
(3) modified parking plan with parking angled, and set back from street
and no parking in the back;
(4) modified traffic circulation plan to provide for access to rear of
property on north side of site;
(5) landscaping to be installed on the back edge must be approved by
the City Planner.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
Mayor and attested by the Clerk in authentication of such assage this 23rd day of February,
1998.
