AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON
APPROVING PRELIMINARY PLAT OF PORT ORCHARD INDUSTRIAL PARK,
AS SUBMITTED BY R.V. SAND AND GRAVEL AND THEIR
REPRESENTATIVE, N.L. OLSON. PROPERTY LOCATED ON THE NORTH
SIDE OF BLOCK 3300 OF LLOYD PARKWAY.

WHEREAS, R.V Sand and Gravel and their representative, N.L. Olson, has
submitted an application for preliminary plat to allow a subdivision of 34.89 acres into
26 industrial lots located on the north side of block 3300 of Lloyd Parkway, and
WHEREAS, the City of Port Orchard Planning Commission has transmitted to
the Council of the City of Port Orchard, Washington a copy of their Resolution No.
270-96 recommending approval of said petition, and
WHEREAS, The Council of the City of Port Orchard did hold Public Hearings
on January 13, 1997 to hear testimony of fact and conclusion as follows:

FINDINGS OF FACT: The use requested is compatible with other uses in
The proposed use is a permitted use within an Industrial Zone.
CONCLUSION: Based on testimony, materials presented and findings of fact,
the Port Orchard City Council does hereby conclude that approving this
preliminary plat would not be detrimental to the health, safety, morals and
general welfare of the community.
NOW, THEREFORE, be it ordained that the Council of the City of Port
Orchard, Washington does hereby approve the Application for Preliminary Plat for the
Port Orchard Industrial Park allowing a subdivision of approximately 34.89 acres into
26 industrial lots located on the north side of block 3300 of Lloyd Parkway, with the
following 32 conditions:
1. All structures shall not exceed 33 feet to the roof dripline, at
any point around the structure measured from the lowest point of
finished grade, unless a fire protection plan is approved by the

Fire Chief.
2. Individual lots when developed shall comply with the Zoning
Ordinance Chapter 5.73, including but not limited to, setbacks,
landscaping, off-street parking and loading spaces, lighting and
irrigation prior to building permit issuance.
3. No permanent sign shall be erected without prior approval from the
Public Works Department and issuance of a building permit.
4. The slopes in the area of the proposed project where surface mining
has occurred, cannot exceed 2:1 (horizontal to vertical), except to
blend into steeper natural topography. Staff has latitude to
adjust as necessary for compliance with other state agency
requirements.
5. The design of the stormwater system will be consistent with
Department of Ecology standards and the revised engineer design
dated September 1996. The runoff will be re -directed from private
property south of the site and channeled along the public right of
way.
6. The project will mitigate the impacts to the road system, as
established in the public hearing process.
7. The Developer shall install as a minimum an 8-inch ductile iron
water main in all the streets of the development.
8. An air vacuum release shall be installed at the high point of the
water main extension.
9. The water system shall be designed to allow service to Lots A and
B of Short Plat 5-1064. The required easements shall be recorded
prior to Final Plat approval.
10. All water system improvements will be complete, and the asbuilt
drawing will be accepted by the City prior to Final Plat approval.
11. If a sewer pump station is required, it shall be equipped with an
on -site emergency generator capable of operating both pumps
simultaneously, and meet the following requirements:
A. Be an explosion proof assembly.
B. Be a dual pump assembly, with stainless steel poles.
C. Have on site a water outlet, 110 volt outlet, and a
telephone conduit for future telemetry connection.
D. The area shall be fenced with a least a six (6) foot high
fence.
12. All sewer system improvements will be complete, and the as -built
drawings accepted by the City prior to Final Plat approval.
13. The streets are to meet the standard submitted by the applicant
during the public hearing and shall be dedicated to the City as
public right-of-way. The minimum travel lane shall be 12 feet and
the minimum turning radius for right turns shall be 55 feet.

A lighting plan shall be submitted and deemed acceptable to Puget
Power standards and to the City Engineer prior to placement of any
outdoor illumination. At a minimum, street illumination should be
located at Lots 3, 4, 10, 12, 18, 23 and Tract B.

The Developer should provide the City with $200.00 to pay for the
following signs and posts:

Construct a westbound right turn deceleration lane with 150 feet of
storage plus an 80 feet taper at Old Clifton Road and Lloyd
Parkway.
18.
Clear the brush on the south side of Old Clifton Road, west of the
Lloyd Parkway intersection to improve the sight distance from Lloyd
Parkway.
19.
Provide a right turn lane on Lloyd parkway at the Old Clifton Road
intersection.
20.
Through restripping, create a 2-way left turn lane on Old Clifton
Road in accordance with the traffic studies proposed transportation
improvements.
21.
The design of the stormwater system will be consistent with
Department of Ecology standards and the revised engineer design
dated September 1996. The runoff will be redirected from private
property south of the site and channeled along the public right of
way.
22.
All areas that have been disturbed during construction, but not
constructed upon by 1 October of the year shall be hydroseeded or
covered with straw to minimize sediment erosion.
23.
The stormwater system shall be designed by a professional engineer.
24.
There will be an outfall from the detention basin in Tract A that
directs the water through a culvert to the 36-inch culvert under
Lloyd Parkway. No water from the Industrial Park will be directed
to properties south of the Industrial Park.
25.
All stormwater system improvements will be complete prior to
approval of the Final Plat.
26.
All lots will be surveyed and recorded.
27.
All utilities will be underground.
28.
The City Clerk will approve all street names before Final Plat
approval.

29. The minimum number of fire hydrants required on site will be five
(5). The location of these hydrants will be determined by the Fire
Chief prior to final plat approval.
30. The need for a 10-inch water main will be determined by the Fire
Chief prior to final plat approval.
31. The stormwater system shall be in place prior to further
development.
32. A set of covenants shall be established in conjunction with the
City Engineer and planning staff to guide the phasing of
development with particular attention given to stormwater runoff,
siltation, upkeep of the swales and erosion control.
