The following is a summary of an Ordinance approved by the Port Orchard City Council at their
regular Council meeting held July 12, 1993,

AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING ORDINANCE NO, 1572 BY
APPROVING A REVISED SITE PLAN FOR THE SOUTH KITSAP
HEALTH CARE CAMPUS LOCATED IN THE 400 BLOCK OF
TREMONT STREET WEST; EAST OF SR 16, BETWEEN TREMONT
STREET AND POTTERY AVENUE (N.L Olson and Associates,
representing Harrisoin Hospital).

of Port Orchard. Upon written request a statement of the full text of the Ordinance will be mailed

AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON
AMENDING ORDINANCE NO. 1572 BY APPROVING A REVISED SITE
PLAN FOR THE SOUTH KITSAP HEALTH CARE CAMPUS LOCATED IN THE
400 BLOCK OF TREMONT STREET WEST; EAST OF SR 16, BETWEEN
TREMONT STREET AND POTTERY AVENUE (N.L. Olson and
Associates, representing Harrison Hospital).
WHEREAS, the Port Orchard City Council did on March 8, 1993 approve
Ordinance No. 1572 to reclassify property located in the 400 block of Tremont Street
West; East of SR16, between Tremont Street and Pottery Avenue from Residential High
to Commercial General and Multi -family 20 to allow site development of mixed land
uses with twenty-four (24) conditions; and
WHEREAS, Condition No. 1 specified the project is to be treated as a
site specific Plan; and
WHEREAS, N.L. Olson and Associates, representing Harrison Hospital,
subsequently have submitted an application for site plan revision for the South
Kitsap Health Care Campus, and
WHEREAS, the Council of the City of Port Orchard did hold a Public
Hearing on June 14 and June 28, 1993 to hear testimony of fact and conclusion as
follows:
FINDINGS OF FACT: The realignment of commercial use property lines
within the South Kitsap Health Care Campus is compatible with other uses in area.
The proposed site plan revision does not change any permitted uses with
Commercial General and Multiple Family 20 zoning.
CONCLUSION: Based on testimony, materials presented and findings of
fact, the Port Orchard City Council does hereby conclude that granting this
realignment of commercial property lines with the Health Care Campus would not be
detrimental to the health, safety, morals and general welfare of the community.
NOW, THEREFORE, be it ordained that the Council of the City of Port
Orchard, Washington does hereby amend Ordinance No. 1572 by approving the revised
site plan (Exhibit "A"), as submitted by N.L. Olson and Associates (representing
Harrison Hospital), with the following conditions: (1) The project will be treated
as a Site Specific Plan and prior to any commercial development, the applicant shall
begin construction of the required infrastructure for the Health Care Campus based
upon the site specific uses. The required infrastructure shall be defined as the
Boulevard Roadway section and the left turn pocket along Tremont Street, the multi -
cell / biofiltration swale and Underground Detention No. 1, the looped watermain
along the Boulevard Roadway from Tremont Street to Pottery Avenue, the sanitary
sewer gravity trunk line / forcemain and lift station, and the underground power,
phone, gas, and cable TV utilities along the Boulevard Roadway. (2) All signs
shall be consistent with the requirements of the Tremont Corridor Specific Plan. No
pole signs shall be allowed. (3) The final site plan will be reviewed and approved
by the fire department prior to issuance of any building permit. Alternate methods
of fire protection shall be provided by the Health Care Campus Facility in lieu of
building height restrictions. (4) The restaurant shall not have a drive -through

facility. (5) Driveways will be consolidated as shown on the Conceptual Master
Plan. (6) The applicant shall sign a concomitant agreement to agree to participate
in the pro rate share of the cost of two traffic signals located at the Pottery
Avenue access as well as the Tremont Street access. The applicant is responsible
for the cost of the signals associated with all property development in the
application. (7) The developer shall construct a left turn pocket on Tremont
Street for westbound to southbound traffic and for eastbound to northbound traffic.
(8) The developer will construct sidewalks along the abutting portions of Tremont
Street and Pottery Avenue. The sidewalks will consist of a non -curvilinear 5 foot
wide concrete walkway with concrete gutters and curbs. (9) A bus stop will be
constructed along the new road to accommodate both directions of travel. (10)
There will be no aerial utility cables. (11) Fire flows will be established by the
Fire Department. (12) A minimum of an eight inch water main will be constructed in
the new road from Tremont Street to Pottery Avenue. (13) Fire hydrants locations
will be established by the Fire Department. (14) If the project constructs a sewer
pump station to be deeded to the City, the pump station will include an emergency
generator and meet all City requirements. (15) All electrical utilities will be
underground. (16) The developer will place street lights at the intersections of
Tremont Street, Pottery Avenue and the main entrance of the health care facility.
The lights will meet all Puget Power standards, will be maintained by Puget Power
and become City street lights. (17) The developer will provide a bond to the City
to assure proper landscaping maintenance for one year after planting. (18) All
sites not constructed in Phase One will be hydroseeded and maintained as a lawn
until construction of that particular site. (19) Landscaping criteria shall conform
with the requirements of the Tremont Corridor Specific Plan, except where variances
are needed for the implementation of the storm water system landscaping. (20) The
wetland buffer shall be a minimum of 50 feet and there shall be an additional 25
foot "no -build" area around the wetland buffer. (21) Parking facilities within the
development will be reviewed by Kitsap Transit personnel for compliance with the
Commute Trip Reduction Plan. (22) Kitsap Transit will review and comment on transit
system circulation within the development. (23) Developer also to provide when
needed a left turn lane and/or a right turn lane at the Pottery entrance. (24)
Developer to provide a deceleration right turn lane for the emergency entrance and
an acceleration lane east bound from the Tremont entrance and the service station
right turn only exit.
