HomeMy WebLinkAbout1514 - Ordinance - Establishing Landscape StandardsORDINANCE NO. 1514 A AN ORDINANCE OF THE CITY OF PORT ORCHARD AMENDING ORDINANCE NO. 1469 RELATING TO LANDSCAPE STANDARDS FOR COMMERCIAL DEVELOPMENT. THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS. SECTION I: THAT Ordinance No. 1469 (Zoning Ordinance), Chapter 5, Section 5.5 (13,5), is amended to to read as follows: ADD: d. LANDSCAPING: All front -yard areas, including parkways, shall be landscaped and maintained. Such yards shall extend the full width of the property and average a minimum of ten (10) feet in width and no less than five (5) feet at any given point. e. MATERIALS: Mature healthy trees already existing on the site shall be preserved where ever possible. All new planting materials should be No. 1 grade, as described by the American Association of Nurseryman (AAN). One tree per twenty five (25) lineal feet of street frontage shall be installed. Trees shall be placed no further than thirty (30) feet on center or may be spaced irregularly to form a natural grouping. (1) Nonliving groundcover (bark, wood chips, etc.) shall not exceed fifty percent (50%) of all landscaped area. All'planting area shall incorporate berming or earth mounding. (2) Trees shall be a minimum of six (6) feet in height and no smaller than 1 1/2 inch caliper. All trees shall be comprised of a mixture of non -deciduous and deciduous varieties and shall be secured by double stakes. f. CLEAR SITE TRIANGLE: To avoid landscape material from blocking a clear path of driver vision at intersections/driveways, no plant material shall extend higher than three (3) feet above ground. Tree branches shall be kept Ordinance No. 1514 Page Two of Three trimmed a minimum of eight (8) feet above ground. NOTE: To establisha clear site triangle, locate the apex of the street corner and draw a line twenty (20) feet in each opposite direction. The end points are connected forming a triangle. g. PARKING LOT LANDSCAPING: Any parking lot exceeding fifteen (15) parking spaces shall provide landscape islands dispersed throughout the lot to afford visual relief with vertical landscape elements. 1) Not less than six percent (6%) of the interior of any parking lot shall consist of landscaped islands. One tree shall be provided per one hundred (100) square feet of required internal landscape area. One (1) tree per twenty (20) lineal feet along a side or rear lot line shall be installed. A 20% reduction in parking lot landscape area may be permitted if additional landscape treatments or pedestrian amenities are provided along the site perimeter. 2) A 15% reduction in required parking may be allowed for parking lots in excess of 50 stalls if additional sidewalk pedestrian amenities are provided ( e.g. benches, arcades, trellises, decorative paving materials, courtyards, etc). 3) In addition to a ten (10) foot street yard setback, commercial parking lots shall maintain a minimum five (5) foot rear/side yard landscape setback. Moreover, parking lots located contiguous to residential zoned property shall be landscaped to provide a visual barrier. A fence or wall may be required in addition to a landscape buffer at the discretion of the Zoning Administrator. h. MAINTENANCE: 1) All landscaped areas shall be irrigated by automatic sprinklers. 2) All planting materials found dead or diseased within one (1) year of installation shall be replaced at the property owners expense.
